APPROVING AMENDMENTS TO REDDING ZONING MAP (REZONING
APPLICATION RZ-2021-04450), AND {5) MAKING FINDINGS IN SUPPORT
OF A GENERAL PLAN CONSISTENCY DETERMINATION
THE CITY COUNCIL OF THE CITY tJF REDDING DOES ORDAIN AS F(}LLOWS:
Section l. The City Councii finds and declares as follows:
A. Redding's General P1an, adopted on October 3, 2000, and effective on November 2,2000,
contains guidelines for development in Down�own,as expressed in the Downtown Focus Area
Guidelines of'the Community Development and Design E�ement. The preparation of a speciftc
plan for powntown is recommended in said guidelines.
B. The Zoning Map of the City of Redding is incorporated in and made part of the Redding
Municipal Code Title 18, known as the City of Redding Zoning Ordinance.
C. The Planning Commission held a duly notieed public hearing pertaining to the Addendum to
the Negative Declaration adopted for the Downtown Redding Specific Plan, the attached
Chapter 6 of the Downtown Redding Specific Plan {"Plan"), and to the Addendum to the
Mitigated Negative Declaratian prepared for the City of Redding Zoning Map; and on October
26, 2021, recommended that the City Council adopt said addendums.
D. Based on the following findings, {1) the Addendum to the Negative Declaration adopted for
the Downtown Redding Specific Plan is appropriate for the Plan, and(2)the Addendum to the
Mitigated Negative Declaration prepared for the City of Redding Zoning Map is appropriate.
1. The City of Redding has determined that tihe addendums are warranted, finding that
none of the eonditions below are in evidence and that there is no substantial evidenee,
in �ight of the whole reeord befare the City, that the amendment proposal will have a
significant effect on the environment.
a. The Project will have one or more significant effects not diseussed in the �°�
previous Negative Deelaration or Mitigated Negative Deelaratian, �
b. Significant effects previously examined will be substantially more severe than `��
shown in the previaus Negative Declaration or Mitigated Negative D�claration. ���

c. Mitigation measures previausly found not to be feasible would in fact be
feasible and would substantially reduce one or more signifieant effects of the
Project, but the Project proponents dec�ine to adopt them.
d. Mitigation measures that are cansiderably different frc�m those analyzed in the
previous Mitigated Negative Deciaratian would substantial�y reduce one or
more significant effects, but the Project proponents dee�ine to adopt them.
2. The Addendums ta the Negative Declaration and Mitigated Negative Declaration
refleet the independent judgment and analysis of the City af Redding.
3. Pursuant to Section 15074.1(b}of CEQA,the City of Redding finds that the mitigation
measures contained in the Mitigated Negative Deelaration adop�ed far the City of
Redding Zoning Map are sufficient and that the Project wi11 not cause any potentially
significant effect on the environment.
E. The City Council held a duly noticed public hearing on February 15, 2022, prior to the first
reading of this Ordinance.
F. The proposed amendments to the Zoning Map are consistent with the Genera� Plan and the
Downtown Redding Specific P1an Update.
G. The proposed amendment to the Zoning Map and Downtown Redding Specific Plan wi11 not
increase the existing height iimits already permitted. Additionally, the proposed amendments
would bring the existing legal nonconfarming development and uses into cc�nformance.
Therefore, adoption of this ordinance will not negatively impact the welfare of the citizens Qf
Redding and its surrounding region.
�I. Pursuant to Government Code Section 65451,the Plan includes a11 required text and diagrams.
L Pursuant to Government Code Seetian 65454, the Plan is consistent with the General P�an's
goals and poiicies.Appendix A of the Plan identifies the goals and policies of the Community
Development and Design Element, Transpartation Element, Natural Resources Element, �
Health and Safety Element, Recreatian Element, Eeonomie Development Element, Housing
Element, Public Faci�ities and Services Element, and Air Quality Element of the General Plan
whieh pertain to Downtown Redding, For the following reasons, the Plan reflects and
implements the numerous General Plan goals and policies pertaining ta Downtown Redding as
well as the Downtown Focus Area Development Guidelines of the Communiry Development
and Design Element:
1. The Community Development and Design Element provides guidance on development
with specific focus areas of the City, including the Downtown Focus Area. The
General Plan states that Downtown should present a more urban character than the rest
of the City in order to distinguish it from the City's Qther commercial distriets. The
land use regulations, development standards, and design standards and guide�ines of
the P1an are reflective of urban development patterns, coneepts, and styles,which will
further distinguish the character of Downtown from the City's other commercial
districts.
2. The Health and Safety Element promotes the reduction of criminal activity through
proper site design and land use planning and a safe and secure enviranment far people
and property in the community. The Plan directly supports the goals and policies of
the Health and Safety Element through its promotion of Crime Prevention Through
Environmental Design prineiples and active ground floors along street frontages,
night�ime activities,and residential uses to increase foat traffie and provide mare eyes
on the street and public realm.
3. The goals and policies of the Recreation Element support the development of a
citywide recreational trail system, separating bicyclists and pedestrians from vehieular
traffic and pedestrian facilities from bicycle faci�ities whenever feasible, and
inereasing the acreage and quality of developed park facilities. The open space,publie
realm, incentives for activation, streetscape, bicycle, and wayfinding implementation
strategies af the Plan support the goals and policies of the Recreation Element thrQugh
the establishment of new public parks and apen spaces, activating parks and open
spaces with public art,establishing pedestrian and bicycle facility priorities,conceptual
streetseape improvement cross sections, a comprehensive wayfinding system, and
plans for the safe and efficient eonnectivity between Downtown, the reereational trail
system, and other bieycle facilities in the vieinity of Downtown.
4. The Plan directly supports the goals and polieies of the Economic Dev�lopment
Element through its ecanomic development goals and implementation strategies and
its Implementation Action Plan. The Implementation Actian Program includes
measures regarding business development services and training opportunities,
establishment of a Downtown Business Association, start-up business services and
assistance, development of an available sites and buildings inventory, provision of
ineentives to attract desired types of development and businesses, and establishment
of gap financing and micro-loan pragrams.
5. The goals and policies of the Housing Element promote infill development where
adequate public services exist, the faeilitation of mixed-use development, and the
provision of a wide range c�f housing ehoices in the community. The appropriate�mix
of'uses implementation strategies of the Plan suppart the goals and policies of the
I-�ousing Element by allowing for a mix of uses, including residential, throughout the
entire Plan area, encouraging land uses that attract residents to Downtown, and
allowing for a variety of housing opportunities, including mixed-use deve�opments,
loft apartments, and zero lot-line cottages and townhomes.
6. The Plan directly supports the gaal and related policies of the Air Quality Element to
reduce motor vehicle trips and vehicle miles traveled by allowing for increased mixed-
use development and residential densities and supporting a balance between all modes
of transportation, including active {non-motorized)transportation mades.
J. The land use designations in the P�an,map and amendments to the General Plan Diagram, are
consistent with the balance of the General Plan. The land use designations in the Plan
{Downtown Core and Downtown Mixed-Use districts) are consistent with the proposed
amendments to the General Plan Diagram ta expand the Mixed-Use designation to coincide
precisely with the amended P1an area boundary. The update expands the Mixed-Use
designation to the east. The goals, strategies, development standards, design guidelines and
pracedures in the Plan provide direction as new development,redevelopment,future planning,
and public-improvement efforts occur within the Specific Plan area.
K. The P�an is necessary to properly implement the goa�s and palicies of the General Plan. The
Implementation sectic�n of the General Plan identifies the adoption of a Specific PIan and
Development Guidelines for powntown Redding to address the fc�llowing: Appropriate land
use elassificatians; desired mixed-use cancepts; parking; and linkage to other districts. The
Plan is an update of the Downtown Redding Specific P1an adopted in 2001and amended in
both 2010 and 2018. The Plan addresses the aforementioned issues relative to current
conditiQns and the eommunity's present long-tenn vision for powntown Redding. It is
important to assess the adequacy of adopted specifie plans from time to time to ensure that they
remain effective in implementing General P1an goals and policies and in achieving the
community's evolving vision for specific plan areas. The intent of the Plan is to imprave upon
the implementation of the General Flan goals and policies pertaining to Downtawn Redding.
L. Adaption of this Qrdinance will not negatively impact the welfare of the citizens af Redding
and its surrounding region. As specified above, there is na substantial evidence in light of the
whole reeord that the propased Plan wi11 have a significant effeet on the environment.
Furthermore, there is na evidence in light of the whole record that the proposed amendments
to the General Plan Diagram will negatively impact the welfare of the citizens of Redding and
its surrounding region. The Plan reflects and implements the numerous General Plan goals and
policies pertaining to Downtown Redding as well as the L)owntown Focus Area Development
Guidelines of the Community Development and Design Element. The adoption and
implementation of the Plan is anticipated to pc�sitively impact the welfare of the citizens of
Redding and its surraunding area by facilitating the achievement of the Plan's vision to
"...create a revitalized Downtown Redding that is attractive, safe, eeonomieally vibrant, and
respectful c�f historical and natural resources.,," by having "...lively mix c�f pedestrian- and
bicycle-oriented shops, housing, workplaces, parks, and civic facilities, inviting to residents
and visitars alike."
Section 2. The Findings of Fact set forth in Section 1 are true, correet, and are herein adopted.
Section 3.The City Couneil hereby adopts the Addendum to the Negative Deelaration prepared
for the Downtown Redding Specific P1an.
Section 4. The City Council hereby adopts the Addendum to the Mitigated Negative
Declaration prepared for the City of Redding Zoning Map.
Section 5. The City Council hereby adapts the attached Plan, which shall supersede the
Downtown Redding Specific Plan adopted in 2001 and amended in 2010 and 2018.
Section 6. The boundaries of the districts referred to in Section 18.O1.O5Q of the Redding
Munieipal Cade, as designated an a map entitled "Zoning Map of the City of Redding, California,"
dated January 7,2Q03, are hereby altered as set forth on the map attached hereto.
Seetion '7. The City Counci� hereby adopts the amendments to the City of Redding Zaning
Map, as designated on the attached map, which are hereby incorparated into Title 18 of the Redding
Municipal Code.
Sectian 8. Severability.If any section, subsection,sentence,clause or phrase of this Ordinance
is for any reasan held by a court of competent jurisdiction ta be invalid or unconstitutional, such
decision shall not affect the validity of the remaining portions af the Ordinanee. The City Cauncil of
the �ity Qf Redding hereby declares that it would have passed this Ordinance and each section,
subsection, sentence, clause and phrase thereof irrespective of the fact that one or more sections,
subsectians, sentences, clauses or phrases may be held invalid or unconstitutianal.
Section 9. This ordinance sha11 take effect 30 days after the date of its adoptian; and the City
C1erk sha�1 certify to the adoption of this ordinance and cause its publication according to law.

City Council on the 15th day of February, 2022, and was read and adopted at a regular meeting of the
City Council an the 1 st day of March, 2022,by the follQwing vote:
