HomeMy WebLinkAboutReso 2022-024 - Making findings concerning funds in the City of Redding’s Impact Fee Program RESQLUTION Na.2022-024 A RESOLUTION OF THE CITY C4UNCIL OF THE CITY OF REDDING MAKING �INDINGS CCJNCERNING FUNDS IN THE CITY OF REDDING'S IMPACT FEE PROGRAM. V�HEREAS: A. The City of Redding has had a range of impact fees in effect far several years. B. California Government Code §6600Q, et seq., defines specific reporting requirements to provide for a public accounting of revenues and expenditures in the Impaet Fee Program. The reporting must be available to the public within 180 days of the end of the fiscal year, and the City Couneil must review the information not earlier than 15 days of availability to the public. In the fifth year after funds are first deposited, and annually thereafter, the City must make certain findings concerning the status of thase monies. C. To satisfy these requirements, staff has prepared a MzTIGa`r1o� FEE Ac`r REpoRT UPDATE for the fiscal year ended June 30, 2021 (the Repart). A publie notice of the availability of the Report was published in the Record Searchlight newspaper on December 26, 2021. D. The City Council has accepted the Report an today's date, prior tc�the adoption of this resolution. E. Alllegal prerequisites ta the adoption of this resQlution have occurred. THEREFORE, THE CITY COUNCIL FII�IDS, RESOLVES, DETERMINES, AND t)RDERS AS FOLLOWS: 1. The matters set forth above are true and correct. 2. Pursuant to Califarnia Government Code b6001, the �ity Council makes the finding that all the following reporting requirements have been met coneerning all the impact fee aecounts with unexpended funds, as detailed in the Mitigation Fee Act Report Update for the fiscal year ended June 30, 2021: a. A brief deseription of the type of fee in the account or fund. 66006(b){I)(A) b. The amount of the fee. 66006(b)(1)(�) c. The beginning and ending balance of the account or fund. 660Q6(b)(1)(C) 4 d. The amaunt of the fees collected and the interest earned. 660Q6(b)(1}(D) ;Q,� � e. An identif cation c�f each public improvement on which fees were expended and � the amount of the expenditures on each improvement, including the tatal � t percentage of the cost of the public improvements that was funded with fees. � b6Q06(b)(�)(E) � � f. An identification af an approximate date by which the construction of the public improvement will commence if the Zocal agency determines that sufficient funds have been collected to compete financing on an inc�mplete public impravement. b60D6(b)�1)(F) g. A description of each interfund transfer or loan,including the public impravement on which the transferred or loaned fees will be expended and, in the case of a loan, when the loan will be repaid and the rate of interest the loan will receive. 6bQ06(b)(1)(G) � h.
