The City Council �'hartzbers are fully open to the pubZic and in compliance with curr•ent
guidelines from the California Z}epartment of Pr�blic Health regarding indoor meetings.
The meeting was calied to order by Vioe Mayor Kristen Sehreder with the following Council
Members present: Michael Dacquisto,Mark Mezzana, and Julie Winter.Mayor Erin Resner
was absent.
A1so present were: City Manager Barry Tippin, Economic Development, Innovation, and
Equity Manager Janelle Galbraith,City Attomey Barry DeWalt,City Clerk Pamela Mize,and
Executive Assistant Luisa Klapperich.
City Manager Tippin nc�ted that this is the third of a series of four property workshops. The
final workshop on November 18`�'will be a summarizatian and Couneil deliberation.
PRESENTATION REGARDING THE STATUS OF THE CITY OF RFDDING-OWNED CIVIC

3(a). Report regarding the histary of the earious uses of the properties, transfers of
ownership,current leasas,and restricfions.
Deput}r City Manager Steve Bade provided a PowerPoint presentation and summarized
the Report to City Couneil(staff report),both incarporated herein by reference.
A discussion amongst the council ensued.
Bennett Gooch, president of the Redding Rodea Assaciation (RRA), outlined the
R:Rt�'s past and future activities and their contributions to the community, as well as
upgrades needed at the Rodeo CTrounds.
Lon MeCasland,member of the Redding Rodeo Association,Bruce Alexander, John
Dunlap, and Tom Spade, expressed the impartance of the Rodeo Graunds to the
cammunity�
Jessie Rouse and Lorraine Lindsay spake regarding the significanee of the Riverfront
praperty to the indigenous community.
Ginko Schabarum and Marjy Cantrell opposed selling the Riverfront property.
I�avid Ledger, Shasta Environmental Alliance, disagreed with selling the Riverfront
Property and expressed concern for the environment.
Mike Van Backern voieed apposition toward the McCannell Foundation.
Nick Gardner asked who owns the Sheratan Hotel.
The City Couneil tflok no formal action on this informatianal item.
PRESENTATION OF UNSOLICITED PROPOSAL RECEIVED TO MASTER PLAN AND
DEVELOP LANI3 AROUND THE CIVIC AUDITORIUM
Shannon Phillips,Chief Operating(�fficer for The McConnell Faundation,along with
Miohael Lockwood, Principal-in-Charge for Populoiis, and Allen Knott, CEQ of K2
Development,provided a PowerPoint presentation,incorporated herein by reference.

A discussion amongst the council ensued.
Cameron Middleton, Asphalt Cowboys, emphasized the importance of the Radeo
Grounds.
Rebeca Ladron de Guevara,president of Wintu Au�ubon Society,spoke in opposition
ta selling the Riverfront propei-ty and advised of the impartance of the Riverfront
property ta the Indigenous community and wildlife.
Allie Figuera commented on the importance af the Rodeo Grounds to the community.
Steve Kohn advised the Couneil to carefuliy consider the proposed sale af the
Riverfront property.
Johnathan Freeman, Rich Uelardo, Brandy MeDaniels, and SenatQr Maurice
7ohannessen opposed selling the Riverfront property.
Radley Davis e.xpressed his concern with how the natural habitat will be affected by
the Riverfront properiy development.
Ifim Flein suggested that a compromise betu�een all parties for the property's
development be reached.
Corey Hein expressed support for the developmenY of the Riverfront praperty.
The City Council toak no formal action on this informational item.
