Home My WebLink AboutReso 2022-019 - Adopting the Downtown Redding Specific Plan Update RESOLUTION NO. �o2a-al� A RESOLUTION OF THE CITY C�UNCIL OF THE CITY OF REDDING (1) ADOPTING THE ADDENDUM TO THE NEGATIVE DECLAR.ATION ADOPTED Ft?R THE DOWNTOVVN REDDING SPECIFIC PLAN, (2) ADOPTIIYG THE ADDENDUM TO THE MITIGATED NEGATIVE DECLARATION PREPARED FOR THE CITY OF REDDING ZONING MAP, (3) ADOPTING AMENDMENTS TO REDDING'S GENERAL PLAN (GENERAL PLAN AMENDMENT APPLICATION GPA-2021-00449), AND {4} AMENDING ITS SCHEDULE OF FEES AND SERVICE CHARGES W�IEREAS,the City Council adopted Redding's General Plan on Octaber 3,2000, and WHEREAS, the attached proposed amendments to the General Plan Diagram are desired to al�ow for the adoption of the Downtown Redding Specific P1an IJpdate; and WHEREAS, on October 26, 2021, the Planning Commission held a duly noticed public hearing pertaining tc� the proposed amendments to the Genera� Plan and made a recommendation to the City Cauncil to approv� the propased amendlnents to the General Plan Diagram as depicted on the attached exhibit; and W�IEREAS, the Planning Commission has reviewed pertinent documents prepared in accordance with the requirements of the Ca�ifornia Environmental Quality Act and recommended that the Addendum to the Negative Declaration adopted for the Dawntown Redding Specific P1an be adopted for the proposed amendments to the Redding's General Plan after consideration of all testimonia� and written evidence submitted prior to and during the aforementioned public hearing; and WHEREAS, on Qctober 4, 198$, by Resolution 88-364, the City Cauncil adopted a Schedule of Fees and Service Charges {Schedule), which has been subsequently amended from time-to-time; and WHEREAS, pursuant to said resalution, the City Manager is autharized and directed to revise, supp�ement and maintain the Sehedule so that it wi11 be, to the greatest extent possible, a eomprehensive Iist af fees for City permit and serviees; and that a fee that is not on the Schedule vvill not be invalid but should be made a part thereof as the earliest possible time; and W�-IEREAS, the City Council held a duly naticed public hearing on GPA-2021-Q4449 on December 21,2021; � NOW,THEREFOI2E,BE IT RESOLVED: by the City Council of the City of Redding as follows: � � Seetion 1. The above recitals are true, carrect and are adopted herein. � � Section 2. The City Council has reviewed the proposed Addendum to the Negative Declaration � � adopted for the Downtown Redding Specific Plan and has determined that the actions � contemplated wi11 not have an adverse impact on the enviranment. � Section 3. The City Council hereby adopts the AddenduYn to the Negative Declaratiion adopted for the Downtown Redding Specific Plan as referred to the City Council by the Planning Commission. Section 4. Pursuant ta Section 15Q'74.1(b) of CEQA, the City of Redding finds that the mitigation measures contained in the Mitigated Negative Declaration adopted for the City of Redding Zoning Map are suffieient and that the Project wi11 not cause any potentially signifieant effect on the environment. Sectian 5. The City Council hereby adopts the Addendum to the Mitigated Negative Dec�aration adQpted for City af Redding Zoning Map as referred to the City Gouneil by the Planning Commission. Seetian 6. Pursuant to Government Code section 65356, the City Council hereby adopts the attached amendments to the General Plan Diagram assaciated with the Downtown Redding Specific Plan Update as referred to the City Council by the Planning Commission. Section '7. Notice and publication of the amendment to the General Plan has been provided pursuant to Government Code sections 65355 and 65090. Seetion 8. Notice and publication of the propflsed fee has been provided pursuant to Government Cade sections 66018(a)and 6Q62a. Section 9. The Schedule is hereby amended to establish and add a fee for I)owntown Pre- Applications in the amount of four hundred dollars {$400.00) subject to an annual escalation based on the Commodity Channel Index unless said esealation is waived by majority vote af the City Council, and the Ciry Cauncil hereby finds that said Fee does not exceed the costs to the City of Redding to proeess each such application. Section 10. Pursuant to Government Code section 66017, the effect date af the Downtown Pre- Application Fee shall be sixty (60) days after its adoption.
