ba�idetines from the Cal fornia l�epartrnent of Public Health regarding ind�or meetengs.
The meeting was called to arder by Mayor Erin Resner with tlse foliowing Council Members
present:Michael Dacquisto,Mark Mezzano,Kristen Schreder,and Julie Winter�
Also present were: City Manager Barry Tippin, Eeonomie I�evelopment, Innovation, and
Equity Manager Janelle Galbraith,City Attorney Barry DeWalt,City Clerk Pamela Mize,and
Exeeutive Assistant Luisa Klapperich.
City Manager Tippin noted that this is the second of a series of four property workshops. He
stated that the topic for the November 10th workshop is land restrictians and constraints and
that the City Gouneil will eonsider aptions at the final warkshop on November 18,2021.
PRESENTATION ON THE MASTER PLANNING PROCESS AND HOW IT 1NTER-
REI,ATES WITH THE GENERAL PLAN AND THE LtIVERFRONT SPECIFIC PLAN
3(a). Report regarding issues associated with tbe Redding General P1an,Redding FLiverfront
Speeific Pian,and potential develapment of a"Master Plan"related ta the unsolieited
praposal to develop a master plan far properties generally described as those bounded
by State Route 44,the Saeramento Ricer,and the Redding Cemetery.
Senior Plamler Vishnu Krishnan pravided a PowerPoint presentatian and summarized
the Repart to City Council(staff report),both inearporated herein by referenee. �
City Manager Tippin clarified the purpose of a Master Plan compared to a Specifie
Plan.
A diseussian amongst the Council ensued.
Michael Car�nci, Trout Unlimited, discussed the benefits of river access for boatin�
and fishing. �
Ste��e Kohn asked if a long-term lease of the Riverfront properiy was an option.
David Ledger and John Wilson expressed concern regarding development of the
Riverfront property.
Cory Meyer and Madison Meyer spoke in lavor of developing the Riverfront property.
Ryan Dorosz,board member of Kool flpril Nights, inquired about the availability of
the property for their event if it were sold.
The City Couneil tiook no formal action on this infarmational item.

Shannan Pbillips, Chief Operating Officer for The McCounell Foundation, and
Michael Loekwood, Principal-in-Charge, and Riki Nishimura Urban Strategist, for
Populous pravided a PowerPoint presentatic�n,incorporated herein by reference, and
an update regarding the Redding Civic Center Site Master P1an.
A discussion amangst the Council ensued.

Couneil Member Julie Winter excused herself and left the Cauneil Chambers at 6:36
p.m.
Nick Gardner eomplimented Populous and inquired as to what role Turt1e Bay
Exploration Park wi11 play in the Riverfront development.
Kathy Grissom, I)avid MaeNeil, and David Ledger voiced their eoncern regarding
d�eelopment af the Riverfront property.
Deven Carter and Daryn Howiand, of Nichals, Melburg& Rossetto Architeets, Sam
Dawson,President of Meeks Lumber,Berkley Dawson,and Kim Hein spoke in support
of developing the Riverfrant property and pointed out benefits it would bring to the
community.
Julie Dyer, General Manager of Advance Redding, conveyed her appreciation to
Populous and spoke in favor of developing the Riverfront property.
The City Couneil Yook no formai action on this informational itern.

There being no further business,Mayor Resner declared the meeting adjourned at the hour of
