The City Council Chambers are fully open to the pubZic and in compliance with currentguidelines
from the Cal�ornia lJepartment of Publie Health regarding indoor meetings. � �
The meeting was called to arder by MayQr Erin Resner with the Fallowing Council Members '
present:Michael Dacquisto,Mark Mezzano,Kristen Sehreder,and Julie Winter.
Also present were:City Manager Barry Tippin,Assistant City Manager Sheri DeMaagd,Assistant
Cit}=Attorney 7ake Baidwin,Assistant City Clerk Sharlene Tipton,and Executive Assistant Luisa
Klapperieh.
The Pledge of Allegiance to the Flag was 1ed by Mayor Resner.
The Invoeation was provided by Lynda Manoli,Redding Palice and Fire Departments'Chaplain.
PRESENTATIONS
2A. Mayor's Proclamation presented to Caedy Minoletti,Executive Director of One Safe Place,
declaring flctober 2021 as I?omestic Violence Awareness tlfonth in the City of Redding.
The City Council took no action on this informational item.
PUBLIC COMMENT
Alex Bieleeki expressed his frustration with the government and the COVID-19 pandemie.
Nick Gardner eommented on the MeConneli Faundatian hameless issues and his appreeiation to
the Public�'orks Director for taking care of a streets issue he had.

4.1(c). Approve the Real Estate Purchase and Sale Agreement(PSA)with Shastaforce�Ioldings,
LLC, for City of Redding-o�uned property located at 52�5 Venture Parkway, Stillwater
Business Park Parcel 4 {Assessor's Parcel Number 054-22{}-012), for fair market value;
authorize the execution of the PSA and other documents needed to eomplete the sale and
transfer of the praperry; and find the sale of the City-owned property is categorically
exempt from review under the California Environmentai Quality Aet Guidelines Seetion
15312(Surplus Government Property Sales).
4.1(d). Approve the Real Estate Purchase and Sale Agreement(PSA} with CAS Redding, LLC,
for City of Redding-owned property loeated at 6555, 6b55, and 6755 Venture Parkway,
Still�ater Business Park Parcels 14, 15,and 16(Assessor's Parcel Numbers 054-260-Q06,
054-260-Q07,054-�60-008},for fair market value;autharize the execufion of the PSt�and
other dacuments needed to complete the sale and transfer of the property;and tind the sale
of the City-owned property is categorically exempt from review under the California
Environmental Quality Act Guidelines Section 15312 (Surplus Government Property
Sa1es).
4.6{a). Adopt Resolution No.20?1-118,a resolution of the City Council of the City of Redding,
approving and adopting ihe 12th Amendment to City Budget Resolution No. 2�21-07$
appropriating$20,000 for repairs and updates to twa restrooms Qn the Saeramento River
Trai1.
4.8(a). Approve renewal of the longstanding Mutual Aidt�utomatic Aid Agreement �uith the
Shasta County Fire Department(C-1441), for a term of three years commencing on the
date the agreement is signed by both parties; and authorize the City Manager to execute
the agreement,
GITY CLERK'S NC�TE regarding 4.8(a): The Mayor� noted that the attached agreement
has been replaced and eapies of the updated agreement pr�ovided to Couneil were made
available to pz�blzc.
4.8(b). Authorize and approve the following actions relative to the purchase of 2.5-inch stietural
firefighting hose for the Redding Fire Department: (1) appraee the sole-source
pracurement of Matex Cobra Combat hase;and{2}authorize sole-source fire department
distributor Munieipal Equipment Supplies(MES)as the standard vendor for 2.S-inch hose
purchasing.
4.11(a).Ratify the letter of support for the United States Bureau of Reelam�tion Drought Resilieney
Grant appfication for the Bella Vista Water District signed and sent by the Director of
Public Works on behalf af the City of Redding.
4.11(b)�Aceept Bid Schedule Na,5154(Jab No.249Q),Diestelhorst to Downtown Non-Motorized
Improvement Project, awarded to Tullis,Ine., as satisfactori]y complete,with a final eost
of$5,004,844,59.
�.15{a}.Adopt Resolution No. 2021-114,a resolution of the City Cauncil of the City of Redding,
adjusting the Executive Management Pay-Far-Performance Salary Schedule
(Unrepresented) to provide an equity adjustment fbr the Field Foreman — Electrieal
Technician classifieation,effective October 3,2021.
A MOTION WAS MADE by Council Melnber Sehreder, seeonded by Council Member
Winter, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted,approved,andlor�uthorized as recommended.

A lYIOTION WAS MADE by Council Member Schreder,seconded by Council Member
Mezzano,to approve the sehedule of�vorkshQps to be held on October 13,2021,October
27, 2021, November 10, 2021, and November 18, 2021, a1l starting at 5:15 p.m. The
purpose of the warkshops is to reeeive information on regulatory requirements, master
planning, and property status; receive public comment relative to the City of Redding-
owned properties in and araund the Civic Auditorium; and to receive a presentation
regarding the unsolicited propQsal to master plan and develop the subject properties�
The Vote:Unanimous Ayes
9.5(a). Oral Presentation highlighiing planned activities to celebrate Public Power Week and the
Redding Electric Utility's 100th Anniversary.
Electric Utility I3irector Dan Seans provided a PowerPoint presentation and summarized
the Report to City Council(staff report),both ineorporated herein by reference.

9.15(b).Resolution approving a 180-day wait period exception and interim appointment of Joan
Twomey to the position of Executive Assistant I for the City of Redding Off'ice of the City
Clerk.
Assistant City Manager DeMaagd summarized the Report to City Council {staff report),
incorporated herein by referenee,
RIEO President Michelle Kemplev asked the Councii ta wark together with the labor union
and commented on the importance of Executive Assistant I's duties.
A MUTION WAS MADE by Council Member Dacquisto,seconded by Council Member
Schreder,to adopt Resolution No. 2021-120, a resolution of the City Council of the City
of Redding,a�proving a 1&0-day�rait period exception and single interim appointment of
Joan Twomey as Executive Assistant I far the City of Redding pursuant to Governsnent
Code sections 7522.56 and 21221(h),and granting the City Manager authority ta exectilte
the necessary hiring documentation. The resolutian, if approved, would allow refired
Executive �ssistant I, Joan Twomey, to be rehired to perform the complex duties af the
positifln during the recruitment and hiring prQcess for a new Exeeutive Assistant I. The
interim appointment would be effective October 1 l,2021,and end no later than November
30,2021.
