Pursuant to CalifoNnia Governor Gavin Newsom's Executive Order Nos. N-08-21 and N-09-
2�, members of the Redding Czty CQuneil and staff may parlieipate in this meeting via
teleconferencing and the C.'ity Cauncil Chamber�s are.fully o�en to the public.
The meeting�vas called to order l�y Mayor Erin Resner with the following Gouncil Members
present:Michael Dacquisto and Mark Mezzano.3ulie W'rnter and I�risten Sehreder partieipated
telephonieally.
Also present were: Ciry Manager Barry Tippin, Assistant City Manager Sheri DeMaagd,
City Attarney Barry DeWalt,and Exeeutive Assistant Luisa Klapperich.

At the hour of 5:17 p.m., Mayor Resner opened the Special Meeting, and nQted that she is
moving item No. 3D to the beginning of the Agenda to request the remaval of this item from
discussian in Closed Session.

Member Mezzano,to remove agenda item no. 3D(Property Negotiations betwEen the
Ciry of Redding and Populous, K2 Development Companies,Turtle Bay Exploration
Park, and The McConnell Foundation} from this agenda for potential discussion at a
future regular meeting of the Ciry Council shauld a Council Member reqnest through,
and a consensus of the Council agrees, regular calendar agenda item no. 12,

At the hour of 5:35 p.m.,Mayor Resner announced that the Council would adjourn to Closed

Threatened Litigation
The City Council will discuss with the City Attorney and other responsible staff a threat
of litigation resulting from an allega�ion of violations of'the California Voting Rights
�et of 2��1 by the law firm of Shenkman & Hughes, PC. Pursuant to Government
Code Section 54947.5,capies of the City Aftorney s memorandum notieing the threat
af litigafion and the letter dated July 8,2021,from the law tirm of Shenkman&Hughes,
PC.,describing its intent to seek judieial relief if'the City of Redding does not replace
its at-large voting process with a district-based proeess are a2tached ta the staff report.
