The meeting was called to order by Mayor Erin Resner with the fallowing Council Members
present: Michael Dacquisto, Mark Mezzano, and 7ulie Winter. Kristen Scl�reder participated
telephonically.
Also preseni were:City Manager Barry Tippin,City Attorney Barry E.DeWalt,and Executive
Assistant Luisa Klapperich ealled the roll prior to]eaving the Closed Session meeting.
CLOSED SESSION
At the hour of 5:15 p.m.,Ma}-ar Resner opened the Speeial Meeting and announced that the
Council wouid adjourn to Closed Sessian.

Threatened Litigation
The City Council wili discuss with the City Attorney and ather responsible staff a threat
of litigation resulting from an allegation of violations of the California Voting Rights
Act af 2001 by the law firm of Shenkman & Hughes, PC. Pursuant ta Government
Code Seetion 54947.5,copies of the City Attarney's memorandum noticing the threat
of litigation and the letter dated July&,2021,fram the 1aw tirm of Shenkman&Hughes,
PC.,describing its intent ta seek judicial relief if the City of Redding daes not replace
its at-large voting process�vith a district-based process are attached to the staff report.
Pursuant to Government Code saction 54957.1{a),the City Couneil took na reportable
action on this item.
