Due to the increase in the spread of Covid-19 and the latest directives from the Governar � �
and the California Department of Publie Health,the Mayor has modi�ed aceess to the City �
Council meeting to enabie members of the public to attend and to make public comments.
The meeting was called to order by� Mayor Erin Resner with the following Council Members
present:Michael I�acquisto,Mark Mezzano,Kristen Schreder,and Julie Winter.
Alsa present were: Gity=Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry DeWalt,City Clerk Pamela Mize,and Executive Assistant Luisa Klapperieh.
The Pledge of Allegiance to the F1ag was led by Mayor Resner.
The Invocation was provided by Frances Belden,Christian Seience�hureh.

on the Planning Commissian fram IYtarch 1,2017,through Apri130,2021.
Mayror Resner and Director of Community Services Kim Niemer presented the
commemarative ciock to Mr. St.Clair.

2B. Presentation by Tadd JQnes, President of the Shasta GountSt Economic Development
Corparation(EDC),providing an update on past,present,and future activities.
Mr.Jones provided a�'owerPoint presentation and sumznarized the Report ta City�ouncil
(staff report),both inearporated herein by reference.
Council l�Zember Winter requested that Mr. Janes return after the next quarter to discuss
other activity Qpportunities and to outline ways the EDC oould expand businesses if
additional funding was available.

4.5(b).Authorize the sole-source procurement of two vertieal turbine circulatiQn pumps from J&J
Pumps, Inc, for Unit 4 at the Redding Power Plant in the amotiult of$290,04� with a
con�ingency of$60,040 for a total of$350,000.
4.6{a), Approve the following agreements for the Shasta Public Library System: (1} Library
Serviees Agreement{C-455b}with Library Systems and Services, LLC (LS&S) for the
administratian and operation of the Shasta Public Libraries for a 10-year term; and
authorize the City Manager to execute the agreement; {2) First Amendment to the
ownership and operation agreement of the Redding Library(C-4551)with Che County af �
Shasta setting the annual eontribution for 1Q years; and (3) First Amendment to the
ownership and operation agreement af the Branch Libraries (Anderson and Burney) (C-
4558)with the County of Shasta and the City of Anderson setting the annual contribution
for 10 years.
4.6(b}. Adopt Resolution 2021-067, a resolution of the City Council of the City of Redding,

Cottonwood Irri�ation District Canai Bridge Project,awarded to Stewart Bngineering,Inc.,
as satisfactorily complate,with a final cost af$2,247,946.84.
411(b).Accept Bid Schedule No. 5087 (Job l�To. 2603}, Downtown Streets Circulation Project,
awarded to SNL, Group, Ine., as satisfactorily eomplete, with a final project cost of
$12,175,048.53.
4.11(c},Adapt the Mitigated Negative Declaration, the Mitigation Monitoring Program, and
approve the Oregon Street Improvements Project satisfying the requirements of the
California Environmental Quality Act Guidelines§15074.

4.11{i).Award Bid Schedule No. 5202 to Compost Solutions Ine. to haul and dispase of ground
green waste for$31.50 per ton For the City of Redding Solid Waste Utility.

(Compensation and Reimbursement of Costs)of the agreenzent the cost to haul and clispose
of ground green waste is listecl as$31.t1d per ton. The hlanutes and Agreement have been
changed to refleet tTze eorrecf price of�31..SQ.
4.11(j}.Adopt Resolution 2021-0�2, a resolution of the City Councir of the City of Redding,
summarily vaeating an existing five-foot wide Publ'rc Serlrice Easement within the
Silverstone Unit 1 Subdivision (A-2021-00964); and find this action consistent with the
General I'lan and categorically exempt from environmentai review under the California
Environmental Quality Aat per Section 15061 (Common Sense Exception).
4.11{k).Approve the following regarding Bid Schedule No.5204(Job No.2622),Churn Creek and
Maraglia Safety Improvements Projeet (1} reject all bids in aceordance with Public
Contract Code Section 2016b and Pubiic Contraet Code Section 22038; (2)direet staff to
reevaluate the cost estimates of the project; and (3} re-advertise the Churn Creek and
Maraglia Safety Improvements Project.

Bid Sehedule No. 5115, Hartneil Avenue Safety Improvement Praject as autlined below
for additional improvements; {1) inerease of$25,000 to Che construction management
budget, bringing the construction management total to $274,OOQ; and (2) increase of
$70,000 ta the construction eontingency budget, bringing the consiruetion eontingency
total to$298,000.
4.11(m).Approve Authorization of Service No. 21-01 (C-6742) with Mead and HunY, Inc., for
Engineering Design Services for Preliminary� Design Concept Study for Runway 16-34,
12-30, and Taxiway Conneetors and Magnetic Variation Improvements, at the Redding
Munioipal Airport.
4.14(a).Adopt Resolutian 2021-073, a resalution of the City Cauncil of the City� of Redding,
approving and adopting the 88t�' Amendment ta City Budget Resolution No. 2019-05�
approving the addition Qf one full-time Neighborhaod Preservation�fficer position to be
assigned ta the City of Redding Code Enforcement divisian with duties related to
implementation af the Community Development Block Grant Annuai Action Plan adopted

additional repayinent amortizations if initial amortization payback period is broken due to

At Council Member Winter suggestion,a consensus of the Council directed staff to return to a
future Council Mee�ing with a formulated City Manager committee and provide information on
how the COVID-14 relief funding can be best utilized.
At Council Member Dacquisto suggestion,a cansensus of the Council directed staff to return ta a
future Council hleeting with a report regarding yellow borders around trafiie signals.
