Due to the increase in the spread af Covid-19 and the latest directives from the Governor
and the California Department of Public Health,the Mayor has mQdified access to the
City Council meeting to enable members af the publie ta attend and to make public
comments.
The meeting was called to order at 2:10 p.m.by Mayor Erin Resner with the following Council
Members present:Michael T7acquisto,Mark Mezzano,Kristen Schreder,and Julie Winter.
Also present were:City Manager Barry Tippin,Assistant City Manager Sheri DeMaagd,City
Attorney Barry DeWalt,Assistant City Clerk Sharlene Tipton,and Executive Assistant Lnisa
Klapperich.
COMMUNITY PLANNING ASSISTANCE FOR WILDFIRE WORKSHOP
3A. Repart regarding Community Planning Assistanoe for Wildfire {CPAW) Final
Recommendations.
Assistant City Manager Sheri I�eMaagd summarized the Report ta City Council{staff
repart),incorporated herein by referenee.
Redding Fire Marshall Craig Wittner, PlanninglCommunity Development Manager
Lily Tay, and Consultants Kelley Johnston anel Moliy Mowery, both of Community
Wild�re Planning Center,presented a PowerPoint presentation,incorporated herein by
reference.
Ms.DeMaagd provided an averview of the Fina1 Recommendations Report prepared
by CPAW program staff that provided the following technical recommendations
customized for the City that could help reduce wildire threat to hames,businesses,and
other values in the Wildland-Urban Interface(WUI): (1) Loeally assess and identify
the WUI and wildfire risk; (2) Implement a roadmap for current and future wildfire
plans,known as a Community Wiidfire Pratection Plan(CWPP},and activities;and(3)
Update the Gity af Redding's (City} wildfire regulations to mare comprehensively
reduce risk in the WUI.
A discussion ensued wikh Council Members providing positive feedback to the
Gonsultants and staff relative to the three technical recommendations included in the
Final Reeommendatians Repart as presented,which include new regulatians,codes and
ordinances pertaining to building and canstruction standards for existing buildings,
defensible space, existing propert�=fire hazard abatement and new subdivision design
within the WUI.
The Council provided general diraction and autharized staff to develop cost elements
for the recommended activities and programs to begin to address wildfire coneerns
related to development within the WUL City Manaber Tippin stated that whEn the
information gathered has been campiled and completed for review,staff will return tQ
Council for consideration at a future date.

A MOTION WAS MADE by Council Member Winter,seconded by Council Member
Mezzano, to: (i) aceept the report relative to CPAW Final Reeommendations
reviewing the recommendations in detail; (2)authorize staff'ta develop cost elemants
for the fallowing to address wildfire, and return ta City Couneil at a later date for
approval; (a}. linkage of the Local Hazard Mitigation Plan, General Pian Fleaith and
Safety�lement and Redding Electric Utility Wildfire Mitigation Plan;{6}.refinement
of the loealized Wildland Urban Interface within the Fire Hazard Severity Zone
mapping;(c).develapment of a property assessment prograln to determine wildfire risk
on parcels within the City of Redding limits; (d). development af a City specific
Cammunity Wildfire Protection Plan; {e). creation of a dedicated wildfire steering �
committee to support p]anning activities and conduct community engagement aetivities
related ta wildfire mitigation;and(�.update the Zoning ardinance with wildfire safety=
requirements.The Vote:Unanimaus Ayes.
