City Council, Special Meeting
Redding Convention Center

April 27, 1999, 4:00 p.m.
The Joint Meeting of the Redding City Council and Redding Planning Commission was called
to order at 4:00 p.m. by Mayor Anderson with the following Council Members present:
Cibula, Kight, Pohlmeyer, and McGeorge.
Also present were City Manager Warren, Deputy City Manager Starman, City Attorney
Wingate, Director of Public Works August, Director of Development Services Swanson,
Planning Manager Hamilton, Senior Planner Keaney, Senior Planner Manuel, and Associate
Planner Thesken.
Also present were Planning Commission Members David Rutledge, Dallas Brown, Jan
Maurer-Watkins, Frederick Weatherill, and Mark Woodward.
DRAFT GENERAL PLAN - Presentation by General Plan Task Force
(G-030)
Mayor Anderson announced that the General Plan Task Force will be presenting the draft
General Plan to the City Council and Planning Commission and no action is required. He
stated that the General Plan will be completed by the beginning of year 2000.
Council Member McGeorge, General Plan Task Force liaison, said that working with the
Task Force was a pleasure. He commented that the group gave due consideration to every
matter, utilizing their various backgrounds to contribute to the proposed General Plan.
Council Member McGeorge also complimented staff on how well they worked with the Task
Force.
Development Services Director Swanson provided an overview of the history of the General
Plan Task Force.
Jim Chapin, Task Force Chair, thanked the City Council for the opportunity to serve on the
Task Force. Mr. Chapin introduced individual members of the General Plan Task Force who
provided an overview of the draft General Plan.
Howard Stubblefield furnished a summary of Economic Development relating to the draft
General Plan. He noted there was consensus that an emphasis should be placed on making
Redding more attractive and fun in order to bring in residents with disposable income and
enhance tourism, and attract mid- and small-size employers who will reside locally and keep
profits in the area.
Lynda Scheben emphasized that the Downtown area should be reclaimed as the heart of
Redding as an office, government, and cultural center. She stated the Task Force believes
goals to encourage redevelopment and mixed use, enhance pedestrian orientation, encourage
residential development, and invest in specific Downtown planning should be included. Ms.
Scheben spoke of various policies to aid in achieving these goals, including establishing lively
pedestrian areas with both retail and residential uses and encouraging auto-related businesses,
such as drive-through restaurants and banks, to relocate to other areas of the City.
Paul Edgren reported on urban area issues identified by the Task Force and the
recommendation to review infrastructure needs, such as sewer and water. Mr. Edgren
mentioned that a citizen suggested including a statement regarding personal property rights
in the General Plan, and the Task Force, while divided on the issue, voted against it.

Concluding the presentation, Cynthia Gelonek detailed challenging policy areas and issues
with which the Task Force struggled, including a high-density plan for Downtown, the level
of design control, the influence of the Task Force in certain areas, grading requirements, and
the need for additional retail areas.
Mayor Anderson determined there were no further comments from staff, members of the Task
Force, or the audience. On behalf of the City Council, Mayor Anderson thanked the Task
Force members for their contribution and invited the group to a barbecue in their honor. He
explained that the Planning Commission will have 90 days to review the draft document and
hold public meetings. Council will then receive the Plan and hold public meetings for
consideration of the Plan. Mayor Anderson advised that the City Council is interested in the
public's opinion and invited suggestions and comments.
Mr. Swanson indicated that copies of the draft General Plan will be available in the
Development Services Department.
ADJOURNMENT
At the hour of 4:43 p.m., there being no further business, Mayor Anderson declared the
meeting adjourned.
