HomeMy WebLinkAboutMinutes - City Council - 1998-12-21 337 City Council, Special Meeting Council Chambers 1313 California Street Redding, California December 21, 1998, 5:15 p.m. The meeting was called to order at 5:15 p.m. by Mayor Kehoe with the following Council Members present: Anderson, Cibula, Kight, McGeorge, and Kehoe. Also present were Assistant City Manager Perry, Deputy City Manager Starman, City Attorney Wingate, and Assistant City Clerk Moscatello. FEDERAL LEGISLATIVE MATTERS (L-040-070) Deputy City Manager Starman provided an overview of the Report to City Council dated December 18, 1998, relating to Council Member Cibula's impending visit to Washington, D.C., where he has graciously offered to meet with the City's Congressional representative and Senators to discuss issues where the City Council has taken a position of support or opposition. The City Manager has recommended the following issues for discussion: 1. Western Area Power Authority (WAPA). The City is requesting an extension of the contract with WAPA, its primary source of power, and Congressional support of the WAPA contract. 2. Social Security. There are currently proposals being considered in Congress which would mandate Social Security coverage on newly hired employees at the city level. This is deemed a significant issue as the long-term cost is very high. The City of Redding is in strong opposition to this proposal. 3. Calfed Program. An emphasis should be given to ensure the Army Corp of Engineers includes in its current comprehensive study of the Sacramento and San Joaquin River basins the flooding occurring in the Clover Creek basin. The program has recognized that the most important issue to urban California is water quality; therefore, the Calfed Program should empower local communities to enhance river water quality. Funding should be made available to make improvements in the existing infrastructure where benefits to the Delta are available. 4. COPS (Community-Oriented Policing Programs). The City has been the beneficiary of a number of programs, and Council would like to thank the representative for assistance and ask that the COPS Program be continued. MOTION: Made by Council Member Anderson, seconded by Council Member McGeorge, that immediate notification be sent to Congressional and Senatorial representatives of Council Member Cibula's legislative authority and the fact that he will be speaking with them in Washington, D.C. The Vote: Unanimous Ayes Council Member Cibula expressed gratitude for Council's support and stated he was honored to represent the City and its citizens in Washington, D.C. RECESS At 5:18 p.m., Mayor Kehoe announced that Council will recess secondary to the meeting of the Redding Redevelopment Agency. 12/21/98 12/21/98 338 CLOSED SESSION At the hour of 7:10 p.m., Mayor Kehoe reconvened the meeting and announced that Council will adjourn to closed session to discuss the following: Closed Session pursuant to California Government Code Section 54956.9(a) CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION Finley, et al. v. City of Redding, et al., Shasta County Superior Court No. 133663 (L-100) At the hour of 8:30 p.m., Mayor Kehoe reconvened the meeting to regular session. No action was taken.
