HomeMy WebLinkAboutMinutes - City Council - 1998-09-17 267 City Council, Special Meeting Conference Room A 760 Parkview Redding, California September 17, 1998 11:00 a.m. The meeting was called to order at 11:00 p.m. by Mayor Kehoe with the following Council Members present: Anderson, Kight, McGeorge, and Kehoe. Council Member Cibula was absent. Also present were City Manager Warren, Assistant City Manager Perry, Deputy City Manager Starman, City Attorney Wingate, Director of Administrative Services Bachman, Development Services Director Swanson, Director of Public Works August, Electric Utility Director Feider, and Chief Water Plant Operator Robertson. WATER RESOURCE/SUPPLY WORKSHOP -Northern California and Bay-Delta Issues (W-030-550) Director of Public Works August provided an overview of the Report to City Council dated September 11, 1998, incorporated herein by reference, relating to review of water resources/supply issues and the CALFED Bay-Delta Program. The City Council will be faced with a number of important issues in the months ahead having a profound effect on the City's ability to continue to supply high-quality water to residents, businesses, and industries. The City's contracts with the Bureau of Reclamation will likely soon need to be renegotiated. In light of the Bureau's goal to fulfill and expand its water delivery to the Bay Delta and Southern California agencies, which will increase the demand on the use of the North State's groundwater resources, contract negotiations may be difficult. Mr. August indicated that in order to assist the City Council in formulating a strategy to address these issues, staff made arrangements for two qualified individuals to participate in this workshop and provide an overview of the CALFED process and a somewhat focused prospectus of issues within Shasta County. Pat Minturn, Shasta County Water Agency, provided an overview of water resources in Northern California and Bay-Delta Issues. John S. Mills, water resources expert, presented information on the CALFED Process and Programs. Pat Minturn, Shasta County Water Agency, provided a report on local groundwater resources and implementation of a coordinated groundwater management plan for the Redding Groundwater Basin. No action was taken. ADJOURNMENT There being no further business, at the hour of 1:00 p.m., Mayor Kehoe declared the meeting adjourned. APPROVED Mayor AT EST: City Clerk 09/17/98
