The special meeting was called to order at 5:15 p.m. by Mayor Kehoe with the following Council
Members present: Anderson, Cibula, Kight, McGeorge and Mayor Kehoe.
Also present were City Manager Warren, Deputy City Manager Starman, City Attorney Wingate,
Public Works Director August, Development Services Director Swanson, Administrative Services
Director Bachman, Support Services Director Kersten, Police Chief Blankenship, Police Captain
Byard, Assistant City Clerk Moscatello and Executive Secretary Sherman.
AWARD OF BID - Bid Schedule No. 3205, 1998-99 Slurry Seal Program

Public Works Director August reviewed the Report to City Council dated July 14, 1998, incorporated
herein by reference regarding the award of Bid Schedule No. 3205, 1998/99 Slurry Seal Program.
Mr. August related that the low bid was received from California Pavement Maintenance of
Sacramento in the amount of$127,621.34, slightly higher than the engineer's estimate of$112,970.00
which was based on the 1996 contract unit price plus 10%. Mr. August reported that the increase
is due to a shorter construction year and an increased workload on local contractors. Mr. August
explained that the slurry seal program is a preventative pavement maintenance program that extends
the life of the street pavement and postpones more expensive pavement overlays in the future. Mr.
August advised that the price is only slightly higher than anticipated, and requested that Council
award the bid.
It is the recommendation of staff that Bid Schedule No. 3205 (Job No. 9519), 1998/99 Slurry Seal
Program be awarded to the low bidder, California Pavement Maintenance.
Council Member Kight asked if issuing the Request for Proposal (RFP) earlier would be
advantageous. Mr. August responded that the RFP was issued 45 days prior, and while there may
be some advantages to issuing earlier, the price would not be affected.
In response to Council Member Anderson, Mr. August conceded that the project could be delayed
until next spring, however, winter weather may generate additional damage to the streets, and there
is no assurance that the bid price would be lower next year.
MOTION: Made by Council Member McGeorge, seconded by Council Member Cibula, that Bid
Schedule No. 3205 (Job No. 9519), 1998/99 Slurry Seal Program be awarded to California Pavement
Maintenance in the amount of $127,621.34, with an additional $1,676.00 to cover the cost of
engineering and inspection fees, and an additional $7,000 to provide a construction contingency fund,
for a total bid amount of$136,297.34. The Vote: Unanimous Ayes.
APPLICATION FOR LOCAL LAW ENFORCEMENT BLOCK GRANT
(G-100-070)
Police Captain Byard reviewed the Report to City Council dated July 15, 1998, incorporated herein
by reference regarding the Police Department's request to apply to the U.S. Department of Justice
for Local Law Enforcement Block Grant funds in the amount of$135,392.00. Captain Byard advised
that the grant requires City matching funds in the amount of$15,044.00, and that the funds be
applied to one of seven purpose areas with the intent of reducing crime and improving public safety,
and that the funding is in addition to current, budgeted funds. Captain Byard advised that $130,000
of the funding will be used for personnel costs to hire an AS/400 computer programmer/analyst, and
the remaining funding will be used for needed equipment and training. The programmer/analyst
position is critically needed to ensure that the public safety information system is Year 2000
compliant, and to develop needed AS/400 programming.

It is the recommendation of staff that Council approve application for Local Law Enforcement Block
Grant funds from the U.S. Department of Justice in the amount of$135,392.00.
In response to Council's concerns, Mr. Warren explained that at this time, staff does not anticipate
receiving grant funds for this position for more than two years. However, if the position is approved
by Council beyond the projected completion date, it will have to compete with other positions; and
it will be funded from the General Fund. Mayor Kehoe asked if the employee will have expectations
of continued City employment, and Mr. Warren responded that the successful applicant will be well
informed that the position is grant funded and temporary. He stated that the position could be filled
111 on a contract basis to ensure that the employee remains for the entire term.
MOTION: Made by Council Member Anderson, seconded by Council Member McGeorge,
approving application for the U.S. Department of Justice Block Grant Funds in the amount of
$135,392.00, with City of Redding matching funds in the amount of$15,044.00 to come from the
General Fund reserve to hire an AS/400 Programmer/Analyst for a period of two years to perform
programming services and to ensure Year 2000 compliance for the public safety information systems,
with the remainder of the funding to be used for needed equipment and training. The Vote:
Unanimous Ayes.
ADJOURNMENT
There being no further business, at the hour of 5:30 p.m., Mayor Kehoe declared the meeting
adjourned.
