HomeMy WebLinkAboutReso 2021-136 - Amend The Urban Water Management Plan As Required By The State Of California Department Of Water Resources Pursuant To Assembly Bill 797 �soLUT1aN No. 2021-136 A RESOLUTIt}N OF THE CITY COUNCIL OF THE CITY OF REDDING TQ AMEND THE URBAN WATER MANAGEMENT PLAN AS REQUIREI} BY THE STATE OF CALIFORNIA DEPARTMENT OF WATER RESOURCES PURSUANT TO ASSEMBLY BILL 797, THE "URBAN WATER MANAGEMENT PLANNING ACT," AMENDING DIVISION b, PART 2.6, OF THE CALIFORNIA WATER CODE WHEREAS,the California Legislature enacted Assembly Bi11797 {Water Code Section l Ob 1 Q et seq., known as the Urban �Vater Management Planning Act} during the 1983-19$4 Regular Session, which mandates that every supplier providing water for municipal purposes to more than 3,004 customers or supplying more than 3,000 acre-feet annually prepare and adopt an Urban Water Management Plan every five years, the primary abjective of which is to plan far the c4nservatian and efficient use of water; and W�IEREAS, the City of Redding is an urban water supplier under the defmitian af California Water Code Section 10617; and WHEREAS, the City of Redding has therefore prepared a 2420 Urban Water Management Plan Update and completed all required coordination and legal notices, ineluding publieation in the Record Searchlight on November 2,�021, and November 9, 2021,pursuant to Water Code section 1 Q642 and Gavernment Code section b066, posting on the City's website, and posting at public locations throughout the City; and WHEREAS, on November 16, 2Q21,the�ity Council eondueted a duly noticed public hearing to abtain public testimony; NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Redding hereby: 1. Determines that adoption af the 2020 Urban Water Management Plan Update is exempt from the California Environmental Quality Act (CEQA}pursuant to the "common sense" exemption{�4 CCR 15061{b){3)),as the mandated plan update would not result in physical alteration af the environment and implementation af any future action would require independent evaluation under CEQA. 2. Adopts the 2020 Urban Water Management Plan Update; 3. Pursuant to Water Code section 10644, directs staff to file the 2020 Urban Water Management Plan Update with the Califarnia Department of Water Resources and the �:��� Califarnia State Library within thirty {30) days af adoption; �; � �� 4. Pursuant to Water Code section 10645, directs staff ta make the 2020 Urban Water ; Management Plan Update available for public review within thirty{30) days after filing a �`�`' copy with the California Department of Water Resources; � � �; �-.. :�. �x 5.
