NATIC?N-WIDE 4PIOID LITIGATION, DIRECTING THE CITY
ATTQRNEY TO EXECUTE ALL D(�CUMENTS NECESSARY TO
ACCOMPLISH SETTLEMENT C)N BEHALF QF THE CITY OF
REDDING AND AUTHORIZING THE CITY ATTQRNEY TQ NC?TIFY
TFIE NATIQNAL SETTLEMENT AI}MINISTR.ATtJR OF THE CITY OF
REDDING'S INTENT TO RECEIVE A DIRECT DISTRIBUTION OF
SETTLEMENT FiTNDS
WHEI2EAS, states, counties and cities throughout the United States have joined as litigants
against pharmaceutical distributors McKessen, Cardinal I3ealth and AmericansourceBergen as
well as pharmaceutical manufacturer Janssen and its parent corparation,Johnson and Johnson and;
WI3EREAS,in this litigation,the litigating plaintiff public entities have generally alleged that the
pharmaceutical distributors have failed to properly monitor suspicious orders af prescription
opioids and that the pharmaceutical manufacturer has grossly misrepresented the risks of
long-term use of its opioid medications to the public, and specifically users c�f its opioid
medicatians; and
WHEREAS, the City of Redding has been negatively impacted by the "opioid crisis" in that
addiction has taxed its public safety resources; and
WI-�EREAS, the multiplicity of lawsuits filed against the above-noted opioid distributors and
opioid manufacturer have been cansolidated in a federal district court in the State of Ohia;and
WHEREAS, the parties tc� said litigation have negatiated a nationwide settlement whereby the
State of California will receive approximately 9.8% of the total settlement amflunt of$26 billion
dallars; and
WHEREAS, by means of a settLement allocation agreement negotiated between the litigating
California caunties and cities and the State of Califarnia Attamey General, the distribution to
eligibie cities and caunties has been determined; and
WHEI2EAS, the City of Redding was a non-participant in the Iitigation, but may participate in
distribution af settlement funds if it elects to do so;
NOW, THEREFORE,BE IT RESOLVED BY THE CITY C'OUNCIL THAT:
1. The recitals set forth herein are true and correct.

2. The City of Redding hereby elects to participate in the settlement of the nation-wide opioid �
litigation and receive settlement funds in accord with its established allocation percentage. ��

3. The City Attorney is authorized to execute a11 documents necessary ta participate in the
settlement and to exeeute all documents necessary to accomplish settlement on behalf of
the City of Redding.
4. The City Attorney is authorized to natify the settlement administratar of the City of
Redding's intent to receive a direct distributian af settlement funds.
5. This Resolution shall take effect immediately upon its adoptian by the City Couneil.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the I6th day of November, 2021, by the
following vote:
