HomeMy WebLinkAboutMinutes - City Council - unsigned - 1995-11-14 - Adjourned Regular Meeting City Council, Adjourned Regular Meeting Contractors' Turtle Bay House 1856 Blue Bell Drive Redding, California November 14, 1995 1:30 p.m. The meeting was called to order by Mayor Kehoe with the following Council Members present: P. Anderson, R. Anderson, McGeorge, Murray and Kehoe. The following members of staff were also in attendance: City Manager Warren, Director of Administrative Services Starman, Finance Officer Strong, Management Assistant to the City Manager Bachman, and Management Analyst Davis. PUBLIC COMMENT (A-050-060) Kent Dagg, Shasta Builders' Exchange, welcomed the City Council to the Contractors' Turtle Bay House and thanked both the City Council and the City for its support of the project. Mr. Dagg introduced some of the key members of the community who were involved in making the Contractors' Turtle Bay House a reality. MISSION-DRIVEN BUDGETING (B-130-070) Director of Administrative Services Starman provided an overview of the Report to City Council dated November 7, 1995, incorporated herein by reference, which discussed the issue of mission-driven budgeting. He explained that mission-driven budgeting requires the City to focus on results and enables the City Council to concentrate on policy issues. He noted some of the primary features of mission-driven budgeting: 1) Budgets are aggregated and allocated by department or program; 2) Budgets are adjusted annually in accordance with a growth factor approved by the City Council; 3) Budgets focus on desired outcomes and results, as opposed to inputs; 4) Departments are allowed to retain or "bank" 50 percent of whatever savings they generate; and 5) The City would use a two-year budget, although periodic budget reviews would be conducted. Mr. Starman noted some of the advantages associated with a mission-driven budget: 1) Requires the City to focus on results and enables the City Council to concentrate on policy issues; 2) Provides managers and employees with a powerful incentive to save money and be more efficient; 3) Significantly simplifies the budget and makes it a more meaningful and understandable document; 4) Simplifies the budget process enormously; 5) Enables managers to allocate resources better and adjust to changing priorities; 6) It is conducive to long-range financial planning; and 7) It enables the City Manager and the City Council to focus on the dollars, as opposed to the pennies. A general discussion was held regarding the merits of a mission-driven budget. The City Council directed the City Manager to develop some specifics regarding some elements of a mission-driven budget, while retaining the City's existing line item budget system.
