July 16, 1994 8:36 a.m.
The meeting was called to order by Mayor Anderson with the following Council
Members present: P. Anderson, Kehoe, McGeorge, Murray and R. Anderson.
Also present were Interim City Manager McMurry, City Attorney Hays, Director
of Public Works Galusha, Director of Planning and Community Development
Perry, Principal Planner Keaney, Director of Finance Downing, Director of
General Services Masingale, Senior Planner King, Associate Planner Morgon,
Associate Planner Hanson, Associate Planner Manuel, Budget Services Officer
Starman, Assistant Planner Wildauer, and Housing Specialist Thompson.
The purpose of the workshop was to discuss the following topics:
a) Historic City growth and growth projections;
b) Redding General Plan and its various elements and Area Plans;
c) Redding Zoning and Subdivision Ordinances;
d) Annexation and Mello-Roos Districts;
e) Intergovernmental Planning Issues;
f) Vision planning;
g) Growth management;
h) Planning staff assignments;
i) Organization of the Department of Planning and Community Development;
j) Planning budget issues;
k) State and Federal planning mandates;
l) Code enforcement;
m) California Environmental Quality Act Facility Planning
The City Council requested staff to prepare additional information regarding
the following:
a) A paper on the pros and cons of annexation;
b) An analysis of the potential revenues generated from a project in the
City and use in the County on comparable land area;
c) A paper on zoning within the city and pros and cons of the "U"
Unclassified District;
d) An evaluation of using volunteers to do code enforcement;
e) An analysis of creating incentives to encourage in-fill development;
f) Additional information on demographic forecasts for the community;
g) Additional information on the ability of Bella Vista Water District to
support urban development;
h) Provide the City Council with a table showing how Planning staff is
assigned;
i) An analysis of the capacity of the City to serve new growth
The City Council deferred action on the following matters:
a) Should the City's property on Keswick Dam Road be annexed in order to
save payment of property taxes;
b) Does the City Council want to use the vision plan process to develop
the public's view of any of the following potential topics:
Metropolitan Planning; the Redding General Plan; Residential
Development Standards; Commercial Development Standards; Street
Planning; Sign Regulations; Hillside Development; Riparian Areas;
Community Appearance; and Transit-Oriented Development
ADJOURNMENT
There being no further business, at the hour of 3:20 p.m., Mayor R. Anderson
declared the meeting adjourned.
