Council Members Moss and Arness were absent. Also present were City Manager Christofferson, Assistant City Manager McMurry, Director of Planning and Community Development Perry, Superintendent-Wastewater Craig, Director of Personnel Bristow, and Assistant City Clerk Moscatello. RESOLUTION - Memorandum of Understanding with Redding Employee Organization/Service Employees International Union (REO/SEIU) Covering the Clerical, Technical and Professional Unit (P-100-050-126) Assistant City Manager McMurry related that City negotiators have reached agreement on the proposed two-year Memorandum of Understanding (MOU) with the Redding Employees Organization/Service Employees Union (REO/SEIU) covering wages, hours, and working conditions for members of the Clerical, Technical and Professional (CTP) bargaining unit. This MOU represents the first comprehensive agreement between the City and the REO/SEIU for the CTP bargaining unit. The term of the agreement runs to June 30, 1996. Mr. McMurry explained that the economic features of this agreement are similar to those approved in the Confidential and Supervisory MOUs on April 13, 1994. The MOU includes a two percent adjustment effective July 1, 1994, with a three percent adjustment effective July 1, 1995, with an additional two percent adjustment for the hourly employees only on April 10, 1994. There is a reduction in the vacation accumulation limit from 500 hours to 400 hours. Work rules and working conditions set forth in the new agreement are similar to those currently in existence and to those approved for the Supervisory and Confidential units, but do include some specific layoff provisions for part-time employees that are not currently provided. Mr. McMurry noted that the MOU conforms to the guidelines set down by the City Council for these negotiations and were ratified by the membership on April 14, 1994. It is, therefore, the recommendation of staff that the City Council adopt the necessary resolution approving the Memorandum of Understanding and providing for a comprehensive agreement covering wages, hours, and working conditions through June 30, 1996. MOTION: Made by Council Member Kehoe, seconded by Council Member Dahl, that Resolution No. 94-93 be adopted, a resolution of the City Council of the City of Redding approving the provisions of the Memorandum of Understanding between the City of Redding and the Redding Employees Organization/Service Employees International Union with respect to the Clerical, Technical, and Professional Employees' Unit, effective April 10, 1994, through June 30, 1996. Voting was as follows: Ayes: Council Members - Dahl, Kehoe and Anderson Noes: Council Members - None Absent: Council Members - Moss and Arness Resolution No. 94-93 is on file in the office of the City Clerk. ADJOURNMENT There being no further business, at the hour of 5:10 p.m., Vice Mayor Anderson declared the meeting adjourned.
