HomeMy WebLinkAboutMinutes - City Council - unsigned - 1992-12-21 City Council, Adjourned Regular Meeting City Hall Conference Room Redding, California December 21, 1992 6:05 p.m. The meeting was called to order by Mayor Moss with the following Council Members present: Anderson, Dahl, Kehoe and Moss. Council Member Arness was absent. Also present were Bob Christofferson, Assistant City Manager McMurry, Director of Public Works Galusha, Director of Planning and Community Development Perry, Assistant City Attorney Calkins, Housing Manager Maurer, Assistant City Clerk Moscatello, and Secretary Stenographer Mattioli. SALE OF BENTON RANCH - Set Public Hearing (R-030-050-050 & C-070-010-020) Planning and Community Development Director Perry recommended that Council set a public hearing to consider the sale of the Benton Ranch by the Redding Redevelopment Agency to the McConnell Foundation. MOTION: Made by Council Member Dahl, seconded by Council Member Arness, to set a public hearing for 7:00 p.m., January 19, 1993, to consider the sale of the Benton Ranch by the Redevelopment Agency to the McConnell Foundation. Voting was as follows: Ayes: Council Members - Anderson, Dahl, Kehoe and Moss Noes: Council Members - None Absent: Council Members - Arness URGENCY ITEM (P-100-060 & A-050-140) Assistant City Attorney Doug Calkins stated that subsequent to preparation of the agenda, a matter of urgency arose pertaining to the necessity to replace a retired fire fighter. Mr. Calkins stated that it is necessary to make findings to consider this item an urgency item on the agenda. MOTION: Made by Council Member Dahl, seconded by Council Member Anderson, to consider the replacement of personnel in the Fire Department as an urgency item. Voting was as follows: Ayes: Council Members - Anderson, Dahl, Kehoe and Moss Noes: Council Members - None Absent: Council Members - Arness REPLACEMENT OF RETIRED FIRE FIGHTER (P-100-060 & A-050-140) Mayor Moss noted that a fire fighter retiring within the last couple weeks further aggravated the shortage of personnel in the Fire Department. He recalled that during budget proceedings, Council established a policy not to cut into the Fire Department's manpower, and that has run afoul of Council's decision to implement a hiring freeze in general fund departments. He suggested that the City Manager be directed to fill the position vacated by the retired fire fighter and establish a policy to continue to fill any positions that may become vacant; or in other words, hold the manpower pool static in the Fire Department. MOTION: Made by Council Member Dahl, seconded by Council Member Anderson, authorizing the City Manager to fill the position in the Fire Department vacated by the retired fire fighter and establish a policy to maintain the manpower pool in the Fire Department in a static state. Voting was as follows: Ayes: Council Members - Anderson, Dahl, Kehoe and Moss Noes: Council Members - None Absent: Council Members - Arness ADJOURNMENT There being no further business, at the hour of 6:10 p.m., Mayor Moss declared the meeting adjourned.
