The Joint Workshop of the Redding City Council, the City of Anderson and the
County of Shasta was called to order with the following Council Members
present: Arness, Kehoe and Moss. Council Members Anderson and Dahl were
absent.
Also present were City of Anderson Council Members Jones, Smolenski, and
Cannon and Shasta County Board of Supervisors Clarke and Wilson.
Representatives from the Pet Population Control Committee were: Robert
Timone, Renee Canavan, Julie Kelly, Tom Stovall, D.V.M., and Paul Grych,
D.V.M. Tom Little, Executive Director of Haven Humane was also in attendance.
City staff present included City Manager Christofferson, City Attorney Hays,
and City Clerk Strohmayer.
POPULATION CONTROL OF DOGS AND CATS

Tom Stovall, D.V.M., member of the Pet Population Control Committee, explained
that the Committee was formed to study and recommend specific measures to
alleviate pet overpopulation in Shasta County. He summarized the Committee's
Report which provides 26 recommendations, incorporated herein by reference.
Committee members expressed support for their proposals while citing numerous
problems of pet overpopulation, increased number of euthanized animals, and no
limit on the number of pets per household.
The Committee's overall conclusion is that a combination of solutions is
required to minimize problems such as enforcement of legislation, public
education, and volunteer programs. It was also emphasized that the only way
to impact irresponsible pet owners is through their pocketbooks. One of the
legislation measures suggested was the licensing of cats.
Mayor Moss then invited public input, and two people from the audience
expressed their concerns relating to existing enforcement problems and pet
overpopulation.
It was noted that while some of the recommendations could be implemented with
minimal expense, others may not be as feasible in light of governmental
budgetary constraints.
To accommodate inter-agency coordination, the following representatives from
each governing board were selected to work with the Committee to review the
proposed recommendations in more detail: Shasta County Supervisor Molly
Wilson, Anderson City Council Member Rod Jones, and Redding Mayor Charlie
Moss.
ADJOURNMENT
There being no further business, at the hour of 7:10 p.m., the meeting was
adjourned.
