HomeMy WebLinkAboutMinutes - City Council - unsigned - 1991-11-12 - Adjourned Regular Meeting1 11/12/91 City Council, Adjourned Regular Meeting City Hall Conference Room 760 Parkview Avenue Redding, California November 12, 1991 5:15 p.m. The meeting was called to order by Mayor Dahl with the following Council Members present: Arness, Moss, and Dahl. Council Members Buffum and Fulton were absent. Also present were City Manager Christofferson, City Attorney Hays, Director of Planning and Community Development Perry, Assistant City Engineer Curtis, Principal Planner Keaney, Senior Planner King, Assistant Planner Manuel, Assistant City Clerk Strohmayer, and Secretary to the City Council Moscatello. Also present were River and Waterways Commissioners Richard Baumann, Patrick Buckley, Ann Duchi, Richard Johnson, Randall Smith, and Chair Mike Jones. Also present were the following members of the Churn Creek Task Force: John Pedri of the Shasta Dam Area Public Utilities District, Bob Bailey of the USDA Soil Conservation Service, Dave Smith of the Department of Fish and Game, Mike Wells, Mary Randall of the Regional Water Quality Control Board, Jim Elkins, Ted Klaseen, Vice Chair Harry Delanty, and Chair Mark Young. REPORT OF THE CHURN CREEK TASK FORCE (R-200-100) Chair of the Churn Creek Task Force Mark Young stated that the Report of the Churn Creek Task Force is an excellent working document to aid in the protection of Churn Creek and other waterways within the upper Sacramento River watershed. Members of the Churn Creek Task Force reviewed the findings and recommendations enumerated in the Churn Creek Task Force Report dated August 1991, incorporated herein by reference, as follows. Vice Chair Delanty distributed copies of documents related to stream protection and outlined Findings 1 regarding the need for community goals and/or a policy statement recognizing the importance of Redding's urban streams and guiding those City Departments whose planning activities and operations affect those streams. Chair Young outlined Findings 2 and 3 relating to soil erosion from newly developed construction sites within the watershed which results in increased sediment delivery to Churn Creek, soil compaction caused by construction operations, and paving which results in an increase in surface water runoff. Dave Smith, California Department of Fish and Game, substituting for Churn Creek Task Force Member Harry Rectenwald, and Bob Bailey from the USDA Soil Conservation Service outlined Findings 4 relating to flooding, the base flood elevations for Churn Creek provided by the Federal Emergency Management Agency, and policies regarding future urbanization of the watershed. Mr. Smith also outlined Findings 5 and 6 regarding development occurring near stream banks, the loss of riparian vegetation, and establishing buffer areas. He further conveyed their recommendations regarding chemical and organic pollution entering streams. Assistant Planner Manuel stated that the Task Force, in conjunction with the Department of Fish and Game, received a grant from the McConnell Foundation to study the use of wetlands to filter pollution from urban runoff. John Pedri, Shasta Dam Public Utilities District, reviewed Findings 8 regarding declines in Churn Creek water quality caused by the Shasta Dam Public Utilities District wastewater facility. Mr. Pedri also indicated that SDPUD received $10 million in funding from the State Water Resources Control Board and Federal Farmers Home Administration to expand the existing plant and eliminate water quality problems. 2 11/12/91 Mike Wells outlined Findings 8 relating to recreational opportunities within the Churn Creek corridor, dedication of land adjacent to the Creek, and litter abatement. 3 11/12/91 Mr. Delanty presented the Task Force's Findings 9 related to educating the public about Redding's streams and the relationship of those streams to the health of the Sacramento River fisheries. A copy of a documentary on urban streams in Redding and the North State produced by KIXE Television was submitted to City Council and the River and Waterways Commission for their information. Mark Young conveyed that he would like to see inspectors take more time to ensure that erosion control measures are maintained by developers. Assistant City Engineer Curtis stated that all plans are being submitted with erosion control plans, and a grading bond is required in advance. He noted that there are still problems and Department staff are being trained. Council Member Arness stated that he supports the grading ordinance and maintenance of urban streams, and he leans toward maintaining Environmental Protection Agency standards. Mayor Dahl stated that the Task Force has done a great job addressing the issues, and the City Council and the River and Waterways Commission will review the Report further. He indicated that Council will re-examine the Report during budget study sessions because many of the recommendations result in increased staff, and the community is asking government to cut staff and costs. Council Member Moss conveyed that the Task Force has done an excellent job. He said Council values their knowledge and assistance, and he asked the Task Force to stay involved and continue to push Council. Council Member Moss pointed out that the planning process is evolutionary and they can make an impact. He noted that Council is willing to incorporate those ideas and recommendations that are feasible. He pointed out that although the local economy feels like it is in a recession, the community is still growing very rapidly. Chair Jones of the River and Waterways Commission commended the Task Force and Assistant Planner Manuel for an outstanding Report. He noted that the River and Waterways Commission has identified the need for a management plan, and they have made it a priority to work toward that end. He explained that it will be in the form of an update of the Conservation Element of the General Plan. ADJOURNMENT There being no further business, at the hour of 6:28 p.m., Mayor Dahl declared the meeting adjourned.
