HomeMy WebLinkAboutMinutes - City Council - unsigned - 1991-06-031 6/3/91 City Council, Adjourned Regular Meeting City Hall Conference Room 760 Parkview Avenue Redding, California June 3, 1991 5:25 p.m. The meeting was called to order by Mayor Buffum with the following Council Members present: Arness, Dahl, Fulton, Moss, and Buffum. Also present were City Manager Christofferson, Assistant City Manager McMurry, City Attorney Hays, Director of Public Works Galusha, Director of Planning and Community Development Perry, Electric Utility Director Lindley, Chief of Police Blankenship, Fire Chief Bailey, Director of Finance Downing, Director of Recreation and Parks Riley, Director of General Services Masingale, Community Services Director Gorman, Director of Utilities Customer Service Vokal, Airports Director Ruff, City Treasurer Linville, and City Clerk Nichols. BUDGET STUDY SESSION (B-130) City Manager Christofferson presented an overview of the 1991-92 budget proposal. Following Mr. Christofferson's presentation, each department Director briefly outlined their department budget requests. During discussion, Council Member Fulton suggested that Council Members salaries be increased to $500 per month effective following the election in April 1992. Council Member Dahl requested that a City Council subcommittee be appointed to discuss with staff the advisability of separating the Records Management Division from the City Clerk's Department. Council Members Dahl and Moss indicated they favor implementing the Power Stat project requested by the Director of Utilities Customer Services. Council Member Arness offered suggestions for "humanizing" the budget, such as the ability to snap out a department section. He said he likes simple terms such as revenue, income, expenditures, and more conciseness. He also requested line item information for the Corporation Yard and City Hall, and he wanted revenue clearly identified. Council Member Arness indicated he would like to see a wish list of future projects, and he would like to see a mock-up of the 1992-93 budget, including Council suggestions, by the first of the year. Council Member Moss recommended more break-down for materials, supplies, and services, and he requested expansion of the computer system to be more departmental specific. More explicit is more simple, he said. Mayor Buffum suggested adding an explanation of what materials, supplies, and services are included in each department. She also suggested including summary information with each department budget. Council Member Fulton opined that the format is an improvement over previous years. City Council agreed to meet again June 24 and 25, 1991, to further consider the budget. ADJOURNMENT There being no further business, at the hour of 8:57 p.m., Mayor Buffum adjourned the meeting to 6:30 p.m., June 4, 1991, at City Council Chambers, 1313 California Street, Redding, for a Closed Session.
