HomeMy WebLinkAboutMinutes - City Council - unsigned - 1990-07-10 330 7/9/90 City Council, Adjourned Regular Meeting City Hall Conference Room Redding, California July 10, 1990 5: 15 p.m. The Adjourned Regular Meeting was called to order by Mayor Buffum with the following Council Members present: Arness, Dahl, Fulton, Moss, and Buffum. Also present were City Manager Christofferson, Assistant City Manager McMurry, City Attorney Hays, Director of Public Works Galusha, Director of Electric Utility Lindley, Fire Chief Bailey, Director of Finance Downing, Director of General Services Masingale, Community Services Director Gorman, Director of Information Systems Kelley, Assistant Director of Finance Sundin-Gruber, Assistant Director of General Services Kohn, Budget Services Officer O'Lane, Management Analyst Anderson, Management Analyst Hunt, and Assistant City Clerk Strohmayer. BUDGET STUDY SESSION (B-130-070) Council Members provided comments concerning the 1990-91 budget and discussion included the following. Mayor Buffum complimented staff, and stated that the budget document was better organized, she expressed her desire to see it reflect revenue against operating cost. She would also like to see a five- year spending plan with the idea that financial planning matched future goals. Council Member Moss felt that the 6% budget increase is in line with the current growth rate and that each department's budgets have been adequately trimmed. He also felt the City should maintain a proactive attitude toward the tremendous growth it is experiencing, and to get ahead of it, he said estimating the growth rate at 4% or 5% would be more realistic. Council Member Dahl's concerns included the additional 55 personnel positions, and he also believes the City needs to look at some privatization in such areas as tree trimming, janitorial, and sanitation. Council Member Arness also expressed concern about the additional personnel and recommended some positions be put on hold. He found the budget difficult to follow and would like to see it more "reader friendly" to the layman. City Manager Christofferson advised Council that approximately 103 new personnel positions were initially requested and those were then trimmed to 55. He said this is indicative of the substantial growth. Council Member Fulton felt the budget as presented is workable and concurred with it with a few personnel changes. He indicated that it was apparent a lot of hard work went into its preparation. Mr. Christofferson clarified Council's concern about the $50 million debt to finance public facilities referenced in the budget. He explained that it is an aggregate amount of several future projects and not part of the 1990-91 budget. Further, Council maintains complete control on how to package specific financing commitments when specific projects are presented to Council for approval. 331 7/9/90 Council then reviewed each department's personnel requests with recommendations for some modifications. ADJOURNMENT There being no further business, at the hour of 7:35 p.m., Mayor Buffum declared the meeting adjourned.
