HomeMy WebLinkAboutMinutes - City Council - unsigned - 1990-06-14 268 6/14/90 City Council, Adjourned Regular Meeting United Way Conference Room 2280 Benton Drive Redding, California June 14, 1990 5:30 p.m. The Adjourned Regular Meeting of the Redding City Council and the Joint Meeting with the Redding Planning Commission, Recreation and Parks Commission, Tourism and Convention Commission, and representatives from the Alliance of Redding Museums was called to order by Mayor Buffum with the following Council Members present: Arness, Fulton, Moss, and Buffum. Council Member Dahl was absent. Also present were Planning Commissioners Darrell Burrell, Jim Chapin, Kelly Combs, Cynthia Gelonek, and Vernon McCollum; Recreation and Parks Commissioners Armando Cervantes, Jim Elkins, Vi Klasseen, and Bill Tonkin; and Tourism and Convention Commissioners Karla Dayton, Steve Gaines, Jacque Jabs, and Mike Marshall. Also present were City Manager Christofferson, Assistant City Manager McMurry, Planning and Community Development Director Perry, Public Works Director Galusha, Chief of Police Blankenship, Community Services Director Gorman, Director of Finance Downing, Recreation and Parks Director Riley, Associate Civil Engineer Aasen, Senior Planner Keaney, Director of Information Systems Kelley, Police Lieutenant Davidson, Senior Assistant Planner Hanson, Transportation Coordinator Duryee, Public Information Officer Bachman, Science Museum Director Howe, and City Clerk Nichols. Representatives from the Alliance of Redding Museums Bill Evanhoe, Dennis Cowan, Larry Hopson, Barry Hawkins, Rocky Main, Lyn Reinhardt, and Callie Quint were present. Architects Les Melbourg and John Ruffo were present, as well as Tryg Sletteland from the Shasta Cascade Wonderland Association, Dave Hoopaugh from the United States Department of Fish and Game, and Lee Salter from the McConnell Foundation. Also present were Bill Jenkins, Fran Jenkins, Brad Jackson, Linda Salter, and Michael Atchison. Members of the press present were Mike Martin of the Record Searchlight, Nick Baer of KQMS, Jane Rinka of Channel 7R, and Petra from Channel 24. Kit Clements, Don Smith, Jim Martin, Dan Kelvisahl, Ed, and Nameste from Public Access Channel 28 were present. MASTER PLANNING (A-050-060-350) Mayor Buffum advised that this joint meeting with the City Council and the Commissions is for the purpose of discussing major projects that will shape the future of Redding, such as riverfront development, Convention Center, Museum Complex, Civic Center, Corporation Yard, and others. She said she wanted this group to act as a Blue Ribbon Committee to share common data regarding siting of museums and the City Hall. She stressed the importance of the challenges ahead and urged that this be a visionary night. Mayor Buffum conveyed that this is not intended to be a public hearing, but a working study session, and is being video taped for the benefit of Council Member Dahl who is out of the Country. She advised that no action would be taken during this meeting. The following concepts were presented by staff: (1) aquarium concepts by Science Museum Director Howe; (2) progress on the Corporation Yard by Planning and Community Development Director Perry; (3) providing a 269 6/14/90 multi-purpose crossing of the Sacramento River at the Convention Center by Public Works Director Galusha and Associate Civil Engineer Aasen: (4) master planning of Benton Ranch/Turtle Bay/Caldwell Park and environs by Planning Director Perry and Community Services Director Gorman; (5) Civic Center background on original site selection study by Planning Director Perry and architectural plans to date by architectural consultant Les Melburg (Mr. Melburg discussed the Parkview/Cypress master site plan, the seven alternatives considered in March and reviewed the Benton Ranch alternatives), and (6) replacing Tiger Field and adjacent facilities by Recreation and Parks Director Riley. General discussion by Council and Commissioners was held. Tourism and Convention Commissioner Jacque Jabs expressed appreciation for the creative planning. Planning Commissioner Burrell commented that the presentation showed problems could be solved without penetrating Benton Ranch. Planning Commissioner McCollum said this is a tremendous job of combining three river crossing; the pedestrian bridge, sewer main crossing, and four-lane vehicular bridge. Recreation and Parks Commissioner Klaseen objected to a four-lane bridge while Tourism and Convention Commissioner Marshall emphasized the need for four lanes. Dave Hoopaugh, from the U.S. Fish and Game Department (USFG), submitted a letter from USFG approving the proposed bridge location with mitigation measures. Executive Director of the Shasta Cascade Wonderland Association, Tryg Sletteland, commented that the road alignment is good for the Turtle Bay area and will provide an expressway from Highway 44 to Highway 273. Council Member Moss explained that we must plan to serve a tremendous number of people from the North State; and noting that softball programs have exploded, he said that Tiger Field and the new Softball Complex will both be needed. Mayor Buffum reiterated that this meeting was called for the benefit of new Council Members Arness and Moss and because of new information available about the multi-faceted issue of preparing a Master Plan. She stressed her intention to learn, consider, and discuss the issues before the consultant is hired so that an outline of needs is produced by us to provided the consultant direction before work is started. Mayor Buffum presented the Commissioners with the following charges: (1) where should the City Administration and Police buildings be located? (2) what is the best location(s) for a museum complex? (3) where should a multipurpose facility be located? and (4) what other uses should be considered in the area covered by the Master Plan? She requested that each body consider all the available information and to report back to Council at its first meeting in August. ADJOURNMENT There being no further business, at the hour of 9:50 p.m., Mayor Buffum adjourned the meeting.
