Redding, California April 30, 1990 7:00 p.m. A Joint Meeting of the Redding and Anderson City Councils and the Shasta County Board of Supervisors was held to discuss the Consolidated Public Safety Answering Point. Present were Mayor Buffum and Council Members Arness, Dahl, and Fulton. Council Member Moss was absent. Representing Anderson were Mayor Pete Smolenski and Council Members Cannan, Lewis, Mower and Walsh. Representing the Shasta County Board of Supervisors were Chairman Peters and Supervisors Bosworth, Reit, Sullivan, and Wilson. CONSOLIDATED DISPATCH (C-175-825-100) E-911 Coordinator Shelton Enochs, from Shasta County, reviewed the history and status of a proposed Consolidated Public Safety Answering Point (PSAP), explained the reasons for and possible costs of consolidation, and discussed the proposed joint powers agreement, structure of the governing board, and identified sites. Mr. Enochs advised that circumstances arising in another agency moved the deadline for response to the State ahead three weeks, allowing time to develop the proposal to the satisfaction of the three agencies. Discussion revealed that although cost savings have not been identified with presently available information, the chief advantage of a single system replacing the four systems the County and Cities use now, would be enhanced service, particularly during an emergency. Members of the Anderson City Council indicated their willingness to consolidate. Redding council members express a need for more cost information and will direct staff to develop a more complete cost formula. By motions made, seconded, and carried by the Anderson and Redding City Councils and the Shasta County Board of Supervisors, agreement is reached to form an advisory committee consisting of the Sheriff, Police Chiefs from the two cities, and the Redding Fire Chief and the County Fire Warden which will report to a five-member governing board. By motions made, seconded, and carried by the Anderson and Redding City Councils and the Shasta County Board of Supervisors, agreement is reached that the governing board would be made up of two representatives each from the County and the City of Redding, and one from the City of Anderson. Consensus is also reached to form a committee with representatives from each agency to analyze cost benefits of the consolidation, address policy, and solicit proposals for a single PSAP site.
