City Council, Adjourned Regular Meeting
City Hall Conference Room
Redding, California
August 22, 1989 5:15 p.m.
The Adjourned Regular Meeting was called to order by Mayor Carter with
the following Council Members present: Buffum, Johannessen, and
Carter. Council Members Dahl and Fulton were absent.
Also present were City Manager Christofferson, Assistant City Manager
McMurry, City Attorney Hays, Director of Personnel Services Bristow,
Director of Information Systems Kelley, Director of Airports Ruff,
Assistant City Clerk Strohmayer, and City Clerk Nichols.
RESOLUTION
- Classification Study
(P-100-320)
Director of Personnel Services Bristow advised Council that the first
phase of the Classification and Compensation Study prepared by Nash
and Company, Inc. has been completed and that every employee has been
assigned a job title. The Compensation Report will be presented to
Council later in the evening during a closed session.
Dr. Nash informed Council that when the Classification Study is
approved, the City of Redding will be one of very few cities to have
an up-to-date, accurate Classification and Compensation Study
including measures of performance. He described the process used in
developing 242 job titles for the City's 560 full time employees.
Council Member Dahl arrived at 5:30 p.m.
Dr. Nash said that the number of changes made in job titles indicates
that the study needed to be done. He advised that the classification
specifications, while now are up-to-date and in generic form, provide
a structure for the compensation recommendations.
In response to a question from Council, Dr. Nash replied that there
were a modest number of appeals regarding job descriptions.
Mayor Carter was assured by Dr. Nash that all present employees given
new classification specifications will be grandfathered in and that no
one will be threatened if they do not possess the new qualifications.
The impact will be on new employees.
Responding to a question from Council, Personnel Director Bristow said
that 20% of the plan will be reviewed each year by in-house personnel
to maintain it as a living document.
City Manager Christofferson said the comprehensive plan places the
City in a better position for recruitment. Assistant City Manager
McMurry stated that the Council has been pioneering; there is not
another agency that has a classification study with performance
measures.
Council Member Dahl commented that the plan incorporates private
sector goal oriented principles. Council Member Buffum was assured
that adoption of the plan will not shut the door to changes.
MOTION: Made by Council Member Johannessen, seconded by Council
Member Dahl that Resolution No. 89-294 be adopted, a resolution of the
City Council of the City of Redding accepting and approving the
Classification Study Report and the Classification Study
recommendations by Department prepared by Nash and Company, Inc.

Voting was as follows:
Ayes: Council Members - Buffum, Dahl, Johannessen, and Carter
Noes: Council Members - None
Absent: Council Members - Fulton
Resolution No. 89-294 is on file in the office of the City Clerk.
CLOSED SESSION

Mayor Carter stated that Council will adjourn to Closed Session
pursuant to California Government Code Section 54956.8 to discuss the
report of Council's negotiating team (Councilman Maurice Johannessen,
Councilman Mike Dahl and City Manager Bob Christofferson) regarding
the Hunt property (their negotiator being John Haley) and a
prospective rifle range.
At the hour of 6:00 p.m., Mayor Carter declared the meeting adjourned
to closed session.
At the hour of 6:25 p.m., Mayor Carter reconvened the meeting.

Mayor Carter stated that Council will adjourn to Closed Session
pursuant to California Government Code Section 54957.6(a) to discuss
personnel matters.
At the hour of 6:25 p.m., Mayor Carter declared the meeting adjourned
to closed session.
At the hour of 8:02 p.m., Mayor Carter reconvened the meeting.
ADJOURNMENT
There being no further business, at the hour of 8:03 p.m., Mayor
Carter declared the meeting adjourned to 5:15 p.m., September 5, 1989,
at the City Hall Conference Room, for a closed session.
