HomeMy WebLinkAboutMinutes - City Council - unsigned - 1989-08-14 342 8/14/89 City Council, Adjourned Regular Meeting City Hall Conference Room Redding, California August 14, 1989 5:15 p.m. The Adjourned Regular Meeting was called to order by Mayor Carter with the following Council Members present: Buffum, Dahl, Fulton, Johannessen, and Carter. Also present were City Manager Christofferson, Assistant City Manager McMurry, City Attorney Hays, Director of Public Works Galusha, Assistant City Engineer Lang, Superintendent of Waste Treatment Craig, Director of Information Systems Kelley, Assistant Finance Director Sundin-Gruber, Transportation Coordinator Duryee, Budget Services Officer O'Lang, Museum Director Foster, Science Museum Director Howe, and City Clerk Nichols. BUDGET STUDY SESSION (B-130-070) A budget study session was held to discuss the budget requests of the following departments: Public Works, Museums, Recreation and Parks, City Attorney, Risk Management, Convention and Tourism, Electric Utility, and Airports. City Manager Christofferson gave an overview of the budget. Budget Services Officer O'Lane discussed projects for the Convention Center. Council asked the City Manager to talk to the Hotel/Motel owners about a possible $.02 increase in the Transient Occupancy Tax and to bring back a report on the implications of same. It was noted that the photo renderings by Dan Rossetto and cost analysis for the new Convention Center roof will be closely followed. Council Member Johannessen requested that the accounting method for the number of employees be presented next year as full time equivalents in order to show full time/part time relationships. Al Weissberg, representing Friends of the Library, gave a brief presentation and asked Council for additional funds for the library. After Council discussion of all of the departmental budget requests and approving the budget in concept, Mayor Carter noted the following: 1. Women's Refuge - action will be deferred until receipt of the Community Development Block Grant Report; 2. the University of Shasta Action Committee request is included in the budget; 3. the Personnel Study Consultant request was deleted; 4. Library Task Force Funding was approved at 35% of the $5,000 request for a total amount of $1,700; 5. the Economic Development Corporation request for $50,000 approved; 6. People of Progress' request for $10,000 - action is deferred until a City Council retreat when social issues are discussed; 7. Assistant Airports Director title to remain in the budget without funding; 8. Library - request for additional funds will be considered only when the Board of Supervisors develop a plan for long term financing of the Library; and 9. Budget reserves are at the $300,000 level. ADJOURNMENT 343 8/14/89 There being no further business, at the hour of of 9:15 p.m., Mayor Carter declared the meeting adjourned.
