City Council, Adjourned Regular Meeting
Redding Convention Center
Redding, California
July 11, 1989 7:00 p.m.
The Joint Meeting of the Redding City Council, Shasta County Board of
Supervisors, and the Anderson City Council was called to order.
The following Redding City Council Members were present: Buffum,
Carter, and Johannessen. Council Members Dahl and Fulton were absent.
The following Shasta County Board of Supervisors were present: Reit,
Bosworth, Sullivan, Wilson, and Peters.
The following Anderson City Council Members were present: Stevens,
Lewis, Clarke, Smolenski, and Walsh.
Wilson Curle, Presiding Judge of the Municipal Court, is the
Facilitator.
Also present were City Manager Christofferson, City Attorney Hays,
Police Chief Blankenship, Police Captain McDonald, Director of Finance
Downing, Director of General Services Masingale, Director of
Information Systems, Kelley, Senior Associate Planner King, and City
Clerk Nichols.
PROPOSED REGIONAL FIRING RANGE

Redding Senior Associate Planner King gave an overview of the proposed
regional firing range. Mr. King stated that the City of Redding has
committed the necessary funds to act as the applicant, prepare the
necessary environmental documents, establish a joint task force,
create a development and capital improvement plan, and provide its
fair share of funds for site acquisition.
Discussion was held and approval for the project was given in concept;
however, Supervisors Sullivan and Bosworth expressed concern about the
proposed site. Mr. King stated that the County has not articulated
what the issues are, and the City has not prepared an environmental
response. Council Member Johannessen said there is no guarantee the
Hunt Ranch property can even be purchased because the owner is
involved in a lawsuit, and the City will need to determine this before
proceeding. Mayor Carter assured the Board that Redding will listen
to the concerns of the residents in District 3 and stated that it is
not Council's intention to "steam-roller" this project. Mr. King
stated that if there is no interest in a joint effort, including
sharing in the cost of consultant fees for alternate site studies, the
City will pursue a site independently.
Supervisor Peters and Anderson Council Member Clarke indicated their
support for the Hunt Ranch location, and Supervisors Bosworth and
Sullivan expressed reservations. It was agreed that the three
agencies will create a task force comprised of two representatives
from each City and the County to study the feasibility of the Hunt
Ranch as the site for a regional firing range and to implement the
plan, if approved.
JOINT OPERATION OF THE WEST CENTRAL LANDFILL

Shasta County Public Works Director Richard Curry summarized the
status of the plans for the expansion of the West Central Landfill to
be operated jointly with the City of Redding and the County of Shasta
beginning January 1, 1990. Mr. Curry advised that the County has
arranged for approximately a million dollars in financing to cover the
expansion which will be repaid out of the tipping fees. The exact
amount will be worked out with a financial advisor. The Board of
Supervisors unanimously carried a motion authorizing the appointment
of Shearson-Lehman-Hutton as underwriter and Orrick, Herrington,
Rowley & Sutcliffe as bond counsel for obtaining increased financing
for the expansion of the landfill.
MOTION: Made by Council Member Johannessen, seconded by Council
Member Buffum, approving the appointment of Shearson-Lehman-Hutton as
underwriter and Orrick, Herrington, Rowley & Sutcliffe as bond counsel
for obtaining increased financing for the expansion of the landfill.
The Vote: Unanimous Ayes
"TEETER PLAN" - PROPERTY TAX ALLOCATION

Shasta County Auditor-Controller Davis and investment banker Charles
Lee explained the "Teeter Plan." They stated that this alternate
method of tax apportionment provides for advance apportionment of
current secured taxes based upon the tax levy, rather than periodic
distribution based upon collections. Mr. Davis said this provides for
a more predictable source of tax revenue, since delinquencies are not
a factor and cash flow is improved since taxes are apportioned upon
determination of the tax in September or October rather than in
December, April, and June. Mr. Davis pointed out that the fundamental
difference between the alternate method and the currently employed
method is that the former is an accrual method which recognizes taxes
receivable as an expendable resource.
Mr. Davis explained that a tight time-line exists if a change to this
plan is to occur for the 1989-90 fiscal year. The Board must adopt a
resolution authorizing the procedures necessary to participate by July
15, 1989. He added that many safeguards are contained in the plan,
and the Board may order its discontinuance at any time.
Council Member Johannessen expressed concern about the uncertainties
he has perceived in the plan. Mr. Davis said the County would like
some expression of intent so a plan can be put together; and on
October 15th, the final proposal will be presented and all agencies
will have the opportunity to opt out of the plan, if desired.
City Manager Christofferson recommended against participation in the
plan.
MOTION: Made by Council Member Johannessen, seconded by Council
Member Buffum, opposing participation in the tax allocation proposal
known as the "Teeter Plan." The Vote: Unanimous Ayes
The Board of Supervisors unanimously carried a motion to adopt Shasta
County Board of Supervisors Resolution No. 89-155, adopting a property
tax allocation proposal known as the "Teeter Plan."
The Anderson City Council unanimously carried a motion to study the
"Teeter Plan" and make a final decision in October, 1989.
LIBRARY FUNDING

Discussion was held concerning committed funding contributions to the
library from each of the three agencies. Support was given to place
the money in a restricted fund to be used for library services only.
The City of Redding has committed to $100,000 and Shasta County has
committed to $340,000. The Board of Supervisors assured the City that
the County intends to place library funding outside the County's
general fund.
Anderson Council Members stated that they will not be able to make any
contribution unless property tax money is restored.
Supervisor Bosworth indicated his support for the formation of a
library district and suggested that this issue be taken to the voters
at some future time.
PUBLIC COMMENT

Bob Hill, Redding resident and general contractor, complained about
the charges at the county dump and said the public is being "ripped
off."
Judge Curle noted that the agenda did not specifically state that no
public comments would be received at this meeting; however, he stated
that the purpose of the joint meeting is to provide a forum for the
three agencies to discuss together problems of mutual concern. Judge
Curle suggested that a notation to this effect should appear on the
Agendas of future joint meetings.
ADJOURNMENT
There being no further business, at the hour of 10:30 p.m., Mayor
Carter declared the meeting adjourned.
