July 6, 1987 5:00 P.M.
The meeting was called to order by Mayor Dahl with the following
Council Members present: Carter, Fulton, Gard, Johannessen and Dahl.
Also present were City Manager Christofferson, City Attorney Hays,
Public Works Director Arness, Electric Director Lindley, Planning and
Community Development Director Perry, Police Chief Whitmer, Fire
Chief Bailey, Auditorium Director Montgomery, Director of Finance
Downing, Parks and Recreation Director Riley, General Services
Director Masingale, Personnel Services Director Bristow, Data
Processing Director Kelley, Airports Director Homan, Convention and
Visitors Bureau Director Heuer, Risk Manager Kirkpatrick, City
Treasurer Linville and City Clerk Nichols.
REQUEST TO SELL ALCOHOL - Chamber of Commerce

MOTION: Made by Council Member Johannessen, seconded by Council
Member Carter, approving the request of the Redding Chamber of
Commerce to sell alcoholic beverages at a "Chamber Mixer" to be held
on July 9, 1987, at the Allway Aviation Building, Redding Municipal
Airport. The Vote: Unanimous Ayes
COUNCIL POLICY

City Manager Christofferson requested clarification of Council's
policy with regard to requiring prior authorization by Council for
bidding and personnel items already approved in the Budget.
Mayor Dahl stated that Council hired a City Manager to manage the
City, and Council should show good faith by allowing him to do that.
Council Member Johannessen emphasized his desire to have a second look
at budget approved items prior to going to bid. He stated that it is
important that Council knows what goes on within the system that it
was elected to control.
Mayor Dahl stressed that the Budget is a planning document and noted
that any concerns can be mitigated at time of award of bid.
Council Member Fulton said that the people Council has hired should be
given the responsibility of running the City.
Council concurred that if routine items have been approved in the
budget, they should not have to approve them again. However, they
should have an opportunity to take a second look at capital outlay
items and manpower items.
Director of Finance Downing said that she would work with the City
Manager in preparing a statement for Council that will indicate what
type of items should be brought to Council prior to calling for bids.
There followed a continuation of the Budget Study Session.
There being no further business, the meeting was adjourned at 8:05
P.M.
