The meeting was called to order by Mayor Fulton with the following Council Members present: Carter, Dahl, Johannessen, and Fulton. Council Members absent: Gard Also present were City Manager Christofferson, City Attorney Hays, Electric Director Lindley, Resources Manager Coleman, and City Clerk Nichols. AUTHORIZATION TO NEGOTIATE A CONTRACT - with RMI for Preparation of Preliminary CFM-7 Material (E-090-l60) Electric Director Lindley reviewed his memorandum to Council dated January 9, l987. He submitted a copy of the staff recommendation from the meeting of January 5, l987, which explained the need to contract for consulting services to assist the City during the California Energy Commission's Electricity Report - 7 (ER-7) proceedings. Mr. Lindley explained that the Council directed staff to prepare a Request for Proposal which would provide competitive bids for consulting services to assist during the ER-7 proceedings. He noted that this process will require a minimum of 45 days. Mr. Lindley stated that they have just been informed that the first part submittal is required to be filed by February l7, l987. In view of this information, he suggested that Council may wish to reconsider its decision made on January 5, l987, and authorize the Electric Department and the City Attorney to negotiate a contract with RMI, for assistance during the ER-7 process. RMI was identified after review of responses to Request for Qualifications as being the most qualified firm to assist the Electric Department during the ER-7 proceedings. Council Member Carter said the cost of the contract concerns him and felt the competitive bid process might save the City money. However, recognizing the time constraints, that may not be possible. But, he wants to monitor all the billings that come in from RMI, if Council decides to approve this contract. Council Member Johannessen said he does not believe in spending $l50,000 for consulting fees without the RFP process. He felt the February deadline could be accomplished with a $9,000 con-tract, rather than spending $l50,000 at this time. He felt the RFP process is a good management control. Mr. Johannessen stressed that he is bothered when given last-minute deadlines and his automatic reaction is denial if not given enough lead time. He requested more lead time in the future. Council Member Dahl said he concurs with Mr. Johannessen that more lead time should be given, but felt this is a unique situation. He noted that if the City doesn't forecast methodology, PGandE might. Mr. Dahl added that if the RFP process is used in this instance, the City could end up paying more than they will to RMI due to time con- straints. MOTION: Made by Council Member Dahl, seconded by Council Member Carter authorizing staff to negotiate a contract with the most quali- fied firm, RMI, for preparation of preliminary CFM-7 material. Voting was as follows: Ayes: Council Members - Carter, Dahl, Fulton Noes: Council Members - Johannessen Absent: Council Members - Gard Mr. Johannessen commented that after rushing this through, if the deadlines extend beyond February l7 and July l, l987, he will be extremely disturbed. M-S-R MEETING Mr. Lindley noted that the M-S-R meeting will be held in Redding on January 2l, l987, at the Shasta Inn. ADJOURNMENT There being no further business, at the hour of 5:03 P.M.
