Redding, California
November l3, l986 7:00 P.M.
The meeting was called to order by Mayor Fulton with the following
Council Members present: Carter, Johannessen, and Fulton. Council
Members absent: Dahl and Gard
Also present were Planning and Community Development Director Perry,
Convention and Visitor's Bureau Director Heuer, Deputy City Attorney
McNeill, City Clerk Nichols, and Secretary to the City Council Rupp.
CIVIC AUDITORIUM SIGN

Planning and Community Development Director Perry submitted his
memorandum to Council dated October 3, l986, which is incorporated
herein by reference. Video tapes were shown of the various sign
locations as seen from State Highways 44 and 299. Mr. Perry noted
that one change that has occurred since Council last considered this
matter is that Channel 28 has been acquired which will be dedicated to
community promotion. He said this channel will be available in any of
the cable subscriber homes and hotels.
Council Member Johannessen advised that Bert Meyers, Vice President of
Meyers Motels, suggested placing the sign on the west side of the
Tourist Bureau property. He said the more they thought about it the
better it looked. Mr. Johannessen stated that a sign was hung at 30
and 40 feet and it was discovered that the visibility was great from
both directions. He said Dick Green, Manager of Channel 7R, also
agreed that the location was good. He added that no trees or shrubs
would have to be removed to view the sign.
Lou Gerard, Jr., Manager of the Redding Chamber of Commerce commented
that it is very important that the City have a sign, but it has to be
readable. He felt the concept of the sign on the Civic Auditorium has
some serious faults. He also noted that distracting drivers along the
highway could be dangerous.
Council Member Johannessen emphasized that it is a judgement call
whether or not anything blinking could be distracting. He pointed out
that as far as the controllers are concerned, the Tourist Bureau site
would be the least expensive location because there is a conduit very
close by.
Mr. Meyers felt the Tourist Bureau site is a better site than the KRCR
property.
Council Member Carter asked about the ACID Canal property to the west.
Mr. Perry pointed out that an off-site sign would pose some major
problems.
MOTION: Made by Council Member Johannessen, seconded by Council
Member Carter approving the sign location on the southwest corner of
the Tourist Bureau property; authorizing staff to proceed with the
application to Cal Trans for approval of the site; and, authorizing
staff to proceed with getting a design and cost analysis, once Cal
Trans approval has been received. The Vote: Unanimous Ayes
Mr. Perry advised that when Cal Trans approval and the design and cost
analysis has been received, he will bring the proposal back to Coun-
cil.
ADJOURNMENT
There being no further business, at the hour of 5:40 P.M., Mayor
Fulton declared the meeting adjourned.
