The meeting was called to order by Mayor Kirkpatrick with the follow-
ing Council Members present: Demsher, Fulton, Gard, Pugh, and
Kirkpatrick
Also present were City Manager Courtney, City Attorney Hays, Public
Works Director Arness, Electric Director Lindley, Planning and
Community Development Director Perry, Director of General Services
Masingale, Director of Data Processing Kelley, City Clerk Nichols,
Deputy City Clerk Strohmayer, and Secretary to the City Council Rupp.
RESOLUTION - Certifying Canvass of Ballots, Redding Municipal
Election, April 8, l986

MOTION: Made by Council Member Pugh, seconded by Council Member
Demsher that Resolution No. 86-79 be adopted, a resolution of the City
Council of the City of Redding declaring the results of the General
Municipal Election held in the City of Redding on April 8, l986.
Voting was as follows:
Ayes: Council Members - Demsher, Fulton, Gard, Pugh,
and Kirkpatrick
Noes: Council Members - None
Absent: Council Members - None
Resolution No. 86-79 is on file in the office of the City Clerk.
OATHS OF OFFICE - City Council Members and City Clerk

Mayor Kirkpatrick administered the Oath of Office to incumbent City
Clerk Ethel A. Nichols. City Clerk Nichols administered the Oath of
Office to the City Council Members Elect, Mike Dahl, J. Scott Carter,
and K. Maurice Johannessen.
The outgoing Council Members Demsher, Kirkpatrick, and Pugh stepped
down and the incoming Council Members assumed their seats. Vice Mayor
Gard presided over the meeting at this time.
ROLL CALL
City Clerk Nichols called the roll for the new Council. The following
Council Members were present: Carter, Dahl, Fulton, Johannessen, and
Gard
ELECTION OF MAYOR AND VICE-MAYOR

Vice Mayor Gard asked for nominations for the office of Mayor.
MOTION: Made by Council Member Johannessen, seconded by Council
Member Dahl, that Council Member Fulton be appointed Mayor. The Vote:
Unanimous Ayes
MOTION: Made by Council Member Carter, seconded by Council Member
Gard, that Council Member Dahl be appointed Vice Mayor. The Vote:
Unanimous Ayes
Mayor Fulton assumed the gavel at this time and asked for comments from the incoming Council Members. Council Member Johannessen stated that the constituents obviously give
the Council Members the direction they must follow and they will do
their best to achieve that direction.
Council Member Dahl said he feels very positive and hopes to be as
accessible as possible to the public. He said he looks forward to
serving and making decisions for the future growth and development of
Redding.
Council Member Carter expressed that he is honored and pleased to be
serving on the Council. He said he is looking forward to many excit-
ing challenges and wants to be accessible to the public. Mr. Carter
expressed the hope that the people of Redding will be coming forward.
Council Member Gard congratulated each of the new Council Members and
said she hopes they enjoy serving as much as she has. She emphasized
that Redding has enjoyed a very stable government and she has a lot of
faith in the new Council to continue that tradition.
Mayor Fulton pointed out that the recent election drove home the need
for change which could be good or bad, and the direction of the
Council will determine that. He expressed the hope that he will be
able to fulfill his position as Mayor to direct the Council to frui-
tion the ideas that have come to light. Mayor Fulton stated that the
Council hopes to work together as a unit and bring good changes to the
City in the future.
Council Member Carter commented that a resolution will be on an
uncoming agenda recognizing the great accomplishments and service of
the former Council Members and the new Council Members look forward to
following in this tradition.
ADJOURNMENT
There being no further business, at the hour of l2:l0 P.M., Mayor
Fulton declared the meeting adjourned.
