A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE FIRST AMENDMENT TO AGREEMENT DATED JULY 5 ,
1988 , BETWEEN THE CITY OF REDDING AND THE ECONOMIC
DEVELOPMENT CORPORATION FOR INDUSTRIAL PROMOTION DURING
FISCAL YEAR 1988-89 , AND AUTHORIZING THE MAYOR TO SIGN SAME .
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows :
1 . That the City Council of the City of Redding hereby
approves the First Amendment to Agreement dated July 5 , 1988 ,
between the City of Redding and the Economic Development
Corporation for industrial promotion in the Redding area during
fiscal year 1988-89 , a true copy of which is attached hereto and
incorporated herein.
2 . That the Mayor of the City of Redding is hereby
authorized and directed to sign said First Amendment on behalf of
the City of Redding, and the City Clerk is hereby authorized and
directed to attest the signature of the Mayor and to impress the
official seal of the City of Redding on the aforesaid document,
when appropriate.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 6th day of December , 1988 , and was
duly adopted at said meeting by the following vote:

FIRST AMENDMENT TO AGREEMENT DATED JULY 5 , 1988
THIS FIRST AMENDMENT TO AGREEMENT ("First Amendment" ) is
made and entered into this , day of member, 1988 , by and
between the CITY OF REDDING, a Municipal Corporation and general
law city, hereinafter referred to as "City, " and the ECONOMIC
DEVELOPMENT CORPORATION, a Non-profit Corporation duly organized
and existing under and by virtue of the laws of the State of
California, hereinafter referred to as "EDC" :
WITNESSET H:
WHEREAS, City and EDC entered into an Agreement dated
July 5 , 1988 (Contract No. 2028 approved by Resolution 88-238)
for industrial promotion in the Redding area (hereinafter
referred to as "Agreement") ; and
WHEREAS, City and EDC desire to amend said Agreement
pursuant to the terms and conditions of this First Amendment;
NOW, THEREFORE, it is agreed between the parties hereto that
effective on the date this First Amendment is approved by City
Council, the Agreement dated July 5, 1988 , is amended as follows:
A. Paragraph 2 of said Agreement is amended by deleting
the entire paragraph and substituting the following paragraph
therefor:
To offset the EDC' s costs and expenses incurred in said
industrial promotion, City agrees to pay the EDC for the
fiscal year 1988-89 the total sum of $50,000 .00 , of which
the sum of $12, 500 .00 has been paid to the EDC and is hereby

acknowledged by it, reimbursable for the services, including
salary and benefits, estimated below, upon submission of
invoices therefor to the City' s Director of Finance:
(a) TWO TRADE SHOWS: $ 2 , 000 . 00
Estimated two persons per show. All trans-
portation and lodging arrangements are made
and the expenses covered by the EDC. Other
expenses for shows include round trip
shipping of promotional materials, booth
space rental, electric outlets, booth
furnishings, etc. Foreign trade oppor-
tunities in the Pacific Rim will be con-
sidered.
(b) PAID ADVERTISING/MAGAZINE AND TRADE
JOURNALS: 2 ,000 .00
(c) SUPPORT OF EMPLOYMENT DEVELOPMENT
DEPARTMENT JOB FAIR: 500 .00
(d) VISITATIONS, REFERRALS AND INQUIRIES: 13 ,000 .00
Travel and/or per diem where deemed
necessary for highly regarded prospects;
stationery, postage, telephone, and fees.
(e) SALARY AND BENEFITS: 17 ,500 .00
General Manager, Administrative Assistant
and Secretary.
(f) REDDING MUNICIPAL AIRPORT MARKETING
PROGRAM: 15 ,000 .00

B. The following subparagraphs 4A and 4B concerning
insurance coverage are added to said Agreement and form a part
thereof as if fully set forth therein:
4A. It is understood and agreed as a condition of this
Agreement that the EDC shall, at its own expense, obtain and
keep in full force and effect public liability insurance in
the amounts of $300,000.00 for injury to one person,
$500 ,000 .00 for any one accident, and $50 ,000 .00 for

property damage, OR, in the alternative, a combined single-
limits policy in an amount not less than $500,000.00 , and
shall name City, its officers, agents, and employees, as
additional insureds, and shall further contain a provision
obligating the insurance carrier to notify City in writing
at least ten (10) days prior to any cancellation or
reduction of such insurance. A Certificate of Insurance
evidencing such coverage and notice requirement shall be
approved by the Risk Manager of City and filed with him
prior to approval of this First Amendment by City Council.
4B. It is further understood and agreed as a condition
of this Agreement that the EDC will provide workers ' compen-
sation insurance on its employees , and furnish the Risk
Manager of City with a Certificate evidencing such
insurance, to be approved by him. Said Certificate shall
contain a provision obligating the insurance carrier to
notify City in writing at least ten (10) days prior to any
cancellation or reduction of such insurance.
To obtain an exemption from this requirement should the
EDC have no employees, the EDC shall provide the Risk
Manager of City with a letter stating that it is not
employing any person or persons in any manner so as to
become subject to the workers' compensation laws of
California; provided, however, that should the EDC later
become subject to the workers ' compensation provisions of
the Labor Code, it will forthwith comply with the insurance
requirements set forth above.
C. The EXECUTIVE SUMMARY attached to said Agreement is
deleted in its entirety, and the attached SCOPE OF SERVICES is
substituted therefor.

D. All other terms and conditions of said Agreement dated
July 5, 1988 , shall remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have hereunto executed
this First Amendment to the Agreement dated July 5, 1988 , in the
presence of their respective officer (s) duly authorized in that
behalf, on the day and year first above written.

SCOPE OF SERVICES
"SHASTA COUNTRY" MARKETING PROGRAM:
A STRATEGY WITH BUSINESS AND GOVERNMENT
TO RETAIN AND CREATE NEW JOBS FOR OUR RESIDENTS
I . BACKGROUND
The proposed Marketing Program is a continuation and combina-
tion of two local industrial recruitment efforts. The proposed
Marketing Program is an extension of EDC' s business recruitment
project which began in 1980 . The Marketing Program will also
be a continuation of a commitment by the City of Redding and
Shasta County to promote the area for new business growth.
This partnership of EDC, Redding and Shasta County will provide
a comprehensive program for job creation and business develop-
ment.
II . BUDGET
Please see the attached budget summary which delineates the
program costs with participants.
III . FOUNDATION OF THE MARKETING PROGRAM
The foundation will be a combination of the traditional ele-
ments of a commercial marketing campaign: personal, print, and
visual marketing techniques; staff follow-up and technical
assistance; professional sales and closing techniques.
IV. PRIMARY MARKETING TECHNIQUES
The highest priority of the various marketing techniques will
be the "personal" approach in developing and closing transac-
tions with prospects:
1) production or industry shows
2) visitations
3) local ambassadors
4) referrals by local businesses
5) referrals from the community
Follow-up assistance will primarily include personal assistance
in site location research; business financing; and introduc-
tions to local employment and training programs and the devel-
opment community (real estate, contractors, government, educa-
tion, community organizations) .
Targeting of the Market Program will be divided into four major
areas:

1 ) business retention
2 ) business expansion
3 ) business start-ups
4) recruitment of new business
Emphasis will be placed on manufacturing and companies which
complement existing industry.
V. TASKS
1 . Two major product or industry shows will be attended
promoting Redding and Shasta Country benefits for manu-
facturing.
2 . Fifteen (15) company visitations to Redding by qualified
business prospects.
3 . Two Hundred Fifty ( 250) new or retained jobs from EDC' s
recruitment process and local business assistance pro-
grams.
4 . Target marketing research and follow-up will include, but
not be limited to the following categories:
. aviation and airport related
. lumber and wood products
. health services and medical equipment
. tourism
• industries now serving local manufacturers
. government and education
. food and kindred products (agriculture)
. miscellaneous plastics products
. electrical and electronic machinery, equipment and
supplies
. transportation and distribution
• recreational vehicle manufacturing
5 . Redding Municipal Airport Marketing Program
. Conduct a survey of incentives offered by other
comparable airports, including an evaluation of
marketing packages.
. Undertake an inventory of public and private indus-
trial property adjacent to or near the Redding
Municipal Airport.
. Develop a computerized property information system of
the Redding Municipal Airport area as part of a
specific marketing program.
•
Undertake a feasibility study for an economic devel-
opment center office building.
. Recommend specific policies, procedures and projects
to improve airport marketing.
. Undertake a feasibility study regarding the possible
designation of the Redding Municipal Airport as a
Port of Entry or free trade zone.
