A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE TERMS OF THE LETTER AGREEMENT FROM NICHOLS,
MELBURG & ROSSETTO, AIA, TO THE CITY OF REDDING DATED
DECEMBER 2 , 1988 , FOR ANALYSIS OF THE BENTON RANCH SITE AND
THE PARKVIEW SITE, WHICH ANALYSIS IS NOT TO EXCEED
$25 ,000 .00 AND IS TO BE PRESENTED TO CITY COUNCIL NO LATER
THAN JANUARY 23 , 1989 .
IT IS HEREBY RESOLVED by the City Council of the City of
Redding as follows :
1 . That the City Council of the City of Redding hereby
approves the terms of the Letter Agreement from Nichols, Melburg
& Rossetto, Members of the American Institute of Architects , to
the City of Redding dated December 2 , 1988 , for the preparation
of an analysis of the Benton Ranch and Parkview Sites, which
analysis is not to exceed $25 , 000 . 00 and is to be presented to
the City Council no later than January 23 , 1989 , on the following
condition:
That to the extent applicable, the terms, covenants, and
agreements contained in the "Client-Consultant Agreement for
Civic Center and City Administration Building Study" entered
into between the parties hereto dated September 29 , 1987 ,
are incorporated into the above-mentioned Letter Agreement
dated December 2 , 1988 , as if fully set forth therein. Fees
shall be billed to City upon the completion of each Phase,
as follows:
Phase I Site Analysis $ 5 ,000 .00
Phase II Economic Comparison 15 , 000 .00
Phase III Final Report 5 , 000 .00 .

2 . That a true copy of said Letter Agreement is attached
hereto and incorporated herein by reference.
3 . That the City Manager of the City of Redding is hereby
authorized and directed to sign said Letter Agreement on behalf
of the City Council of the City of Redding; and the City Clerk is
hereby authorized and directed to attest the signature of the
City Manager and to impress the official seal of the City of
Redding on the aforesaid letter if necessary.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 6th day of December , 1988 , and was
duly adopted at said meeting by the following vote:

Re: Benton Ranch Study
Dear Mr. Christofferson,
I am pleased to have the opportunity to submit this proposal for
the referenced project. The description of the Scope of Work is as
follows:
PHASE I Site Analysis
Purpose: Develop general understanding of the site,
identifying opportunities and constraints on micro
and macro levels.
A) Analysis of Benton Ranch Site
1 . ) Topographic study
2. ) Site geology
3. ) Site hydrology
4. ) Traffic access to site
5. ) Traffic circulation within the site
6. ) Sacramento River access/crossing
7. ) Environmental considerations
8. ) Archeological considerations
9. ) Visibility, to and from property
10. ) Utility infrastructure
11. ) Natural features and resources
B) Coordinate with governing agencies including, but not
limited to:
1 . ) City of Redding
2. ) Cal-Trans
3. ) Department of Fish and Game
C) Explore constraints and opportunities
D) Product: See Phase III

Purpose: Conduct comparative economic analysis of Benton
Ranch site and Parkview site
A) Parameters of analysis including, but not limited to the
following:
1 . ) Land values
2. ) Bridges
3. ) Access roads
4. ) Utility infrastructure
5. ) Redevelopment potential
B) Other comparative factors including, but not limited to, the
following:
1. ) Impacts on future growth and development in Redding
2. ) Impacts on traffic conditions in Redding
C) Product : See Phase III
PHASE III Final Report
Purpose: Generale data and written documentation to
sufficiently enable City Council to make a well-
informed decision regarding potential development
on Benton Ranch property.
A) Written report
B) Oral presentation to City Council

I propose that this work be performed on an hourly-rate basis , not
to exceed to $25,000. Wage rates are as follows:
Derek Parker $150.00
John Ruffo $125.00
Bill Weber $110.00
Diana Goldstein $100.00
Staff Architect (A + A) $ 75.00
Technical Staff $ 55.00
Gene Nichols $ 75.00
Les Melburg $ 65.00
Staff Architects (NMR) $ 55.00
Technical Staff $ 45.00
Reimbursable expenses included in the $25,000 fee are the
following:
Travel costs
Long-distance telephone calls
50 copies of the final report
The written report shall be presented no later than
January 23, 1989.
If this proposal is acceptable • to you, this letter may become our
agreement if you will sign the enclosed copy and return it to me.
