HomeMy WebLinkAboutReso. 1988-407 - Approving the implementaion of a project designated the city of redding c-cap program Oil RESOLUTION NO. pg,y07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE IMPLEMENTATION OF A PROJECT DESIGNATED THE CITY OF REDDING C-CAP PROGRAM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN APPLICATION FOR AND A GRANT AWARD AGREEMENT, AND ANY EXTENSIONS OR AMENDMENTS THERETO, THROUGH THE OFFICE OF CRIMINAL JUSTICE PLANNING. WHEREAS , parallel with the growth of the City of Redding is the potential for increased criminal activity; and WHEREAS, there is a need to increase the capabilities of existing systems, and to establish a Crime Analysis Unit to combat crime; and WHEREAS, the Career Criminal Apprehension Program (C-CAP) was established by state statute in 1978 after it was determined that a substantial and disproportionate amount of serious crime is committed by a relatively small number of multiple and repeat felony offenders; and WHEREAS , the goal of C-CAP is to pinpoint criminal activity, identify criminals by method of operation, and provide supportive advice to reduce crime; and WHEREAS , the Office of Criminal Justice Planning (OCJP) administers a 3 1/2 year program which provides funding, training, and technical assistance to law enforcement agencies, and is designed to improve organizational effectiveness through crime analysis techniques , directed patrol operations, and management of criminal investigations; and oQ 411 WHEREAS, it is deemed advantageous for the City of Redding to undertake a C-CAP Program, to be designated the CITY OF REDDING C-CAP PROGRAM, to be funded in part from funds made available through the Career Criminal Apprehension Program administered by the Office of Criminal Justice Planning (OCJP) ; and WHEREAS, a C-CAP Grant will provide $402 ,500 .00 in state funds, with the City to provide matching funds of $94 , 875 . 00 , for a total of $497 ,375 .00 , which, over a period of 3 1/2 years, will provide a comprehensive crime analysis system designed to reduce crime; and WHEREAS , it has been determined that this matter is not subject to the provisions of the California Environmental Quality Act; NOW, THEREFORE , IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows : 1 . The above recitals are true and correct. 2 . The formation of a CITY OF REDDING C-CAP PROGRAM is hereby authorized and approved. 3 . The City Manager is authorized to sign and submit a C-CAP Grant Application, on behalf of the City, to enter into a 3 1/2Y ear program through the Office of Criminal Justice Planning as outlined above , or any extensions or renewals therefof, and to execute the subsequent Grant Award Agreement, including any extensions or amendments thereof. -2- 1 Ii 4 . The City of Redding (applicant) agrees to provide all matching funds required for said Project, including any extensions or amendments thereof, under the CITY OF REDDING C-CAP PROGRAM and the rules and regulations of OCJP, and that funds will be appropriated as required thereby. 5 . It is further agreed that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency; and that the State of California and OCJP disclaim responsibility for any such liability. 6 . Grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
