HomeMy WebLinkAboutReso. 1988-378 - Redding proclaiming october 23-30 as "red ribbon week" 411 RESOLUTION NO. 7(f A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING PROCLAIMING OCTOBER 23-30 AS "RED RIBBON WEEK. " WHEREAS, the National RED RIBBON CAMPAIGN will be celebrated October 23-30, 1988, and President Reagan and Mrs. Reagan are honorary chairs of this community focus on DRUG- FREE CHOICES; and WHEREAS, Californians for DRUG-FREE YOUTH, INC. is coordinating this grass roots community effort in a united effort with the Shasta County Chemical People, Inc. and the Redding Police Department, Crime Prevention Unit; and WHEREAS, schools, business, law enforcement, churches and synagogues, hospitals, service organizations, government agencies, and individuals will demonstrate their commitment to healthy, drug-free choices by wearing and displaying red ribbons during this week-long campaign; and WHEREAS, the abuse of drugs and alcohol permeates every aspect of American society; and WHEREAS, alcohol problems cost the State of California approximately $11. 6 billion each year in lost worker produc- tivity, health and medical costs, motor vehicle accidents, violent crimes, social responses, and fire losses; and WHEREAS, the economic cost of substance abuse to Cali- fornians is estimated to be $17 . 6 billion annually; and WHEREAS, over 51% of California 11th graders have tried an illicit drug by 16, and over 60,000 California high school students use marijuana daily; and WHEREAS, 365,838 Californians under the age of 20 were arrested for felony and misdemeanor offenses in 1986; and WHEREAS, juvenile arrest rates for drug law violations have experienced a dramatic increase since 1981, and WHEREAS, the use and abuse of drugs and alcohol can lead to failing grades, failing jobs, crime, addiction and, ultimately, loss of life; and C%► • i , WHEREAS, as long as the demand for drugs exists, supply will follow and availability will remain; and WHEREAS, the prevention of drug abuse through awareness and education is necessary to bankrupt the suppliers; and WHEREAS, education through the available programs can save lives and make communities safer for all Californians; and NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of Redding does hereby support the Red Ribbon Campaign, and proclaims October 23-30, 1988, in the City of Redding. BE IT FURTHER RESOLVED that the City Council encourages its citizens to participate in drug awareness activities, making a visible statement that we are strongly committed to living healthy lives. I HEREBY CERTIFY that the foregoing Resolution was introduced and read at a regular meeting of the City Council of the City of Redding on the 18th day of October 1988, and was duly adopted at said meeting by the following vote: AYES: COUNCIL MEMBERS: Carter, Fulton, & Johannessen NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: Buffam & D.Ihl' ABSTAIN: COUNCIL MEMBERS: None K."'
