HomeMy WebLinkAboutReso. 1988-364 - Establishing a citywide schedule of fees for city permits and services 410 ' r RESOLUTION NO. g8',3 G A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING A CITYWIDE SCHEDULE OF FEES FOR CITY PERMITS AND SERVICES. WHEREAS, the various departments of the City of Redding administration charge and collect a large number and great variety of types of fees for -permits and services; and WHEREAS, to promote the efficient administration and oversight of these fees, it is proposed that they be collected together in a comprehensive Citywide fee schedule; and WHEREAS, a recent in-depth fee study conducted by the consulting firm of David M. Griffith and Associates, Ltd. , concluded that the amounts of fees charged for City permits and services are substantially below City costs for providing those permits and services; and WHEREAS, the City Council has reviewed the David M. Griffith fee study and has approved on concept the establishment of fees and increases in many existing fees, so that the charges collected will defray a greater proportion but will not exceed the_ costs of permits and services; and WHEREAS, it would be appropriate to authorize the City Manager to implement these new fees and fee increases in conjunction with the adoption of a fee schedule; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1. The fee schedule attached hereto as an exhibit is hereby adopted, and the City Manager is authorized to implement any changes or increases in fees incorporated in said fee schedule in an orderly fashion as the administration of City business will allow. 41O 411 2. The City Manager is authorized and directed to revise, supplement, and maintain the fee schedule so that to the greatest extent possible the schedule will be a comprehensive list of fees for City permits and services. A fee which is not on the schedule will not be invalid, but should be made a part of the schedule at the earliest possibility. 3. Resolution No. 85-27 is hereby superseded by the fee schedule adopted herewith, but only insofar as said Resolution specifies amounts for the following fees or charges collected by the Customer Services Department: service transfers, delinquent accounts, delivery of notice to site. 4. Resolution No. 87-47 is hereby superseded by the fee schedule adopted herewith, but only insofar as said Resolution specifies amounts for the following fees or charges collected by the Public Works Department: grading permits.
