P p -117 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE AGREEMENT FOR CONSTRUCTION AND OPERATION OF A REGIONAL FIRE TRAINING CENTER, ENTERED INTO BETWEEN THE SHASTA-TEHAMA-TRINITY JOINT COMMUNITY COLLEGE DISTRICT, THE CITY OF REDDING, AND THE COUNTY OF SHASTA, AND AUTHORIZING THE MAYOR TO SIGN SAME. IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows : 1 . That the City Council of the City of Redding hereby approves the Agreement for Construction and Operation of a Regional Fire Training Center, entered into between the Shasta- Tehama-Trinity Joint Community College District, the City of Redding, and the County of Shasta, a true copy of which is attached hereto and incorporated herein. 2 . That the Mayor of the City of Redding is hereby authorized and directed to sign said Agreement on behalf of the City Council of the City of Redding, and the City Clerk is hereby authorized and directed to attest the signature of the Mayor and to impress the official seal of the City of Redding on the aforesaid document, when appropriate. HAYS , City Attorney ap '� • AGREEMENT FOR CONSTRUCTION AND OPERATION OF A REGIONAL FIRE TRAINING CENTER THIS AGREEMENT is entered into by and between the following parties: (1) the SHASTA-TEHAMA-TRINITY JOINT COMMUNITY COLLEGE DISTRICT (hereinafter "District") ; (2) the CITY OF REDDING; and (3) the COUNTY OF SHASTA (herein- after "City and County") . RECITALS A. There is a need for fire training in Shasta County. B. Fire training is essential and valuable to the District, City and County. • C. Fire training facilities will assist in meeting the fire. training • needs of the District, City and County. D. The District, City and County desire to jointly construct, operate and maintain a fire training center on the Shasta College campus for their mutual advantage and concern. E. Prior to the actual construction, operation and maintenance of the facilities needed for the fire training center, the District, City and County have executed this Agreement to provide the basic framework for the • construction, operation and maintenance of the fire training center with the expectation that additional agreements may be necessary to implement the construction, operation and maintenance of the fire training center. 1. DEFINITIONS: a) Shasta College Regional Fire Training Center means the physical site and all improvement contained within its boundaries. b) Facilities means the physical props as developed on the site; i.e. , drafting pit, smoke tower, etc. -1- • 1. DEFINITIOI (Continued) c) Phase One Site Development means preliminary specific improve- ments to the site such as access, parking and water, which will prepare the site for Phase Two construction and use. d) Phase Two Training Props means the construction of specific props which will be used for specific training activities, including but not limited to such things as drill tower, drafting pit and gas (LPG) simulation. e) Board of Trustees means the Board of Trustees of the Shasta- Tehama-Trinity Joint Community College District. f) Shasta College Regional Fire Training Center Advisory Committee • means an unincorporated association of fire service representatives composed of the persons holding the positions listed in Exhibit "A." 2. PURPOSE AND OBJECTIVE: The purpose of this Agreement is to authorize the construction, operation and maintenance of a regional fire training center and appurtenances necessary or convenient therefor. The objective to be achieved through this Agreement is to raise the efficiency of the various fire departments in the Shasta Community College District through effective utilization of manpower and facilities; to make the training process more meaningful by providing adequate facilities and a comprehen- sive training program; and, to reduce overall cost of equipment, mainte- nance and operation. 3. SHASTA COLLEGE REGIONAL FIRE TRAINING CENTER ADVISORY COMMITTEE: The advisory committee is composed of the persons occupying the positions set forth in Exhibit "A." The advisory committee is the representative of the City and the County and for the purpose of this agreement will act on behalf of those two parties. 4. LCCATION: The location of the Shasta College Regional Fire Training Center is set forth on Exhibit "B." Location of facilities thereon are -2- • illustrative on� and not intended to be a finallesign. Specific location of facilities will be subject to approval of the District. 5. NEED AND BENEFITS: The need for and the benefits of the Shasta College Regional Fire Training Center are described on Exhibit "C." 6. GOVERNANCE: The Board of Trustees will oversee site development and the construction of all facilities and props. The advisory committee will • work directly with the District in the design, construction and location of . the props and in the development of the site and facilities. 7. FACILITIES CONSTRUCTION: The Shasta College Regional Fire Training Center Advisory Committee will pay for all construction materials and labor costs other than volunteers and students working in the College vocational construction piogram. This does not preclude the District from financially participating in any construction approved by the Board of Trustees. 8. OPERATION, USE AND MAINTENANCE: a) Operation: The parties all agree to jointly develop written rules of safety and other pertinent items necessary for the efficient and professional operation of the Shasta College Regional Fire Training Center. If those rules conflict with any provision of this document, the terms of this document will prevail. Such management plan will include an annual use schedule. b) Utilities and Maintenance: The District is responsible for all utility costs and routine maintenance. c) Supervision and Training: Shasta College will provide supervision 1 and training of all formal classes. d) Scheduling: Scheduling use of the Facilities is the responsibility of the Board of Trustees or its designee. All activities shall be conducted only as scheduled. -3- S 9. INSURANCE AND DAMAGE: • a) Liability Insurance: Any use of the Shasta College Regional Fire Training Center for other than a Shasta College class must be autho- rized by the Board of Trustees. The authorized training activity must be scheduled in advance and in accordance with the annual use sched- 1 ule. Prior to using the Shasta College Regional Fire Training Center, • the group or agency sponsoring the training shall provide the Shasta- Tehama-Trinity Joint Community College District Business Services Office with a Certificate of Insurance verifying that the Shasta College Regional Fire Training Center user is covered by comprehensive insurance including bodily injury, property damage, and vehicle liability, in an amount of at least $500,000 in combined single limit coverage. The certificate shall name the SHASTA-TEHAMA-TRINITY JOINT COMMUNITY COLLEGE DISTRICT AND ITS OFFICERS AS ADDITIONAL INSURED and shall provide for thirty (30) days written notice to the District prior to cancellation, intent not to renew, or material change in the coverage. b) Physical Damage: Any damage whether willfully or negligently done to any part of the training center is the responsibility of the group using the facility when the damage occurs. All damage must be re- paired in a manner that is agreeable to the Board of Trustees, but in no event shall the repairs required by the Board of Trustees exceed restoration of the damaged property to an "as new condition," nor shall any improvements be required to any undamaged property. Any agency or group held responsible for said damage shall lose the use of the Shasta College Regional Fire Training Center until an agreement is reached on repairing the damage. If the agency or group refuses to repair the damage according to the terms of this agreement, they will lose the right to use the fire training center. -4- 2 . . .411 • 10. SITE AND •ILITIES DEVELOPMENT: The following are generalized site development features that are anticipated. Creation of the training center will occur in two phases, site development and facilities construction. For each improvement the Fire Training Center Advisory Committee will prepare a very specific improvement plan and will submit such plans to the Board of Trustees for approval. No improvement may occur without such approval. Facilities construction and site development to the extent possible and within acceptable time frames will be provided by the College Vocational Program; i.e., carpentry, landscaping, survey engineering, etc. If an acceptable time frame cannot be achieved or a specific task lacks a worthwhile educational experience for the vocational program, the Fire • Training Committee shall complete the approved project in a timelymanner. a) Phase One: Site Development 1. ACCESS Access will be from Old Oregon Trail. The main access road and interior roads will be designed and constructed to County Road Standards and shall be approved by the Board of Trustees. 2. UTILITIES Bella Vista Community Services District water runs adjacent to the west boundary. Power is available from the College, approxi- mately 1,500 feet to the south. Both utilities will be extended to the project site at the expense of the Fire Training Center Advisory Committee. 3. SITE FEATURES The existing flat areas on the site adjacent to Old Oregon Trail will be developed. Fire/rescue simulations will be constructed on the east side of the unnamed tributary crossing the proposed training site. -5- 10. SITE FEATURES (Continued) The location, width and depth of the existing water course will remain undisturbed. Existing riparian vegetation within 20 feet of the center of the existing water course will not be disturbed except for some minor aesthetic clean-up and pruning. In order to maintain an aesthetically pleasing facility, a landscape plan will be developed using existing materials to enhance the natural setting. Vegetation along Old Oregon Trail will be protected. 4. SECURITY FENCING The level area containing the fire simulations will be fenced with six foot high chain link fencing. Gates into the Fire Training Center will be locked. Fencing will be completed when security or safety reasons warrant such. 5. RESTROOMS Portable restrooms will be utilized in Phase One. 6. PARKING Graveled space for approximately 50 vehicles will be provided. Limited parking will be developed at the prop sites, as neces- sary. b) Phase Two: Facilities: The following facilities will be con- structed for and used in the manner described. 1. DRILL TOWER/BURN BUILDING/SMOKE ROOM The drill tower will be approximately 40' tall. It is designed to simulate firefighting and rescue operations in high rise situations. Firefighters will train with ground ladders, aerial ladders and application of water. -6- 10. SITE AND FILITIES DEVELOPMENT: (Continued! b) Phase Two: Facilities: (Continued) 1. DRILL TOWER/BURN BUILDING/SMOKE ROOM (Continued) The burn building will be a two story concrete block structure approximately 20' x 20'. The facility is designed to provide "live" structural firefighting experience. Firefighters will use a variety of techniques to suppress the training fires. The smoke room will be approximately 25' x 25' x 10' high. It is designed to provide firefighters with training in a dark, smoke- filled room, without the presence of visible flames. It provides training for self-contained-breathing-apparatus (SCBA) plus search and rescue. The drills will use only artificially- _generated non-toxic smoke which dissipates rapidly. The room will contain partitions, stairs, furniture and other typical ob- struction found in buildings. 2. DRAFT PIT The draft pit provides an area to train firefighters on water sources (streams, ponds, swimming pools, etc.) other than fire hydrants or water tenders. The pit can also be used for the required annual pump test for fire apparatus. 3. AUTO EXTRICATIONS An area will be provided for fire/rescue personnel to train on proper techniques of removing victims from vehicles. Auto bodies will be imported and removed as needed through agreements with local auto dismantlers. 10. SITE AND PA ILITIES DEVELOPMENT: (Continued) b) Phase Two: Facilities: (Continued) 4. LIQUID PROPANE GAS (LPG) SIMULATION LPG props will be constructed which will simulate fires at a typical residence. Also included will be fire simulation of an LPG tank leak near a structure. 5. ELECTRICAL SIMULATION Electrical fire problems will be simulated with a combination of meter, hardware and transmission lines. Firefighters will learn proper techniques to deal with common electrical hazards such as utility poles, downed lines, fuses, etc. 6. FLAMMABLE LIQUID Two small props will be constructed to conduct training primarily with fire extinguishers. 7. VEHICLE FIRES An automobile will be piped with several LPG fueled fire sources to simulate typical engine compartment and fuel tank fires. Firefighters will learn proper suppression techniques for a • variety of vehicle fire problems. 8. HAZARDOUS MATERIALS Hazardous material simulation will include props to demonstrate plugging and diking leaks, product identification and other typical problems. No hazardous materials will be used in simulation. 9. CLASSROOM Plans call for future classrooms on the upper elevation adjacent to the fenced area. Restroom and shower facilities will be incorporated in this structure. -8- 10. SITE AND FACILITIES DEVELOPMENT: (Continued) b) Phase Two: Facilities: (Continued) 10. STORAGE A building, probably not larger than 20' x 30' , will be used to store old furniture, pallets and other materials, for the train- ing center. 11. INDEMNNIFICATION AND HOLD HARMLESS: The District, City, and County shall indemnify and hold each other harmless for any and all claims, expenses, demands, causes of action, liability, judgments, loss, injury of any kind or nature whatsoever arising out of or relating to the use, misuse or occupancy of the fire training center andits appurtenances provided such claims, expenses, demands, causes of action, liability, judgments, loss and injury is the sole proximate cause of the indemnifying party. 12. TERMINATION CLAUSE: This Agreement shall remain in full force and effect from and after the date hereof, providing that the same may be terminated by any of the parties after giving..notice in writing of its intention to terminate not less than one-hundred and eighty (180 days) from and after the date of said notice. a) Disposition of Assets: Upon the termination of this Agreement, for any reason, the property and assets of the Shasta College Regional Fire Training Center, all props and items shall remain the property of the District. -9- 4 i IN WITNESS WHEREOF, the parties have executed this Agreement the day and year set forth below. The Center will provide a variety of simulated fire/ rescue training props. The initiator of this project is the Fire Chief's Association of Shasta County. The components of the Center will be de- signed to meet the training requirements of the emergency service agencies in the Shasta Community College District. The most compelling reason for the project is that the fire service in the Shasta Community College District has no facilities available to provide even the most rudimentary simulation of the varied emergencies facing workers in the most dangerous occupation in the United States. The concept of a regional fire training center evolved from the long-standing concerns of the Chief's Association to adequately prepare firefighters for the many types of emergencies they may face. The services within the Shasta Community College District have over 1,000 paid and volunteer firefighters in over fifty (50) departments. This proposal is aimed at providing a long-term solution to the very specialized training needs of the emergency services organization. Currently, simulated training is provided on a very limited basis and covers only a small portion of the total training needed to develop effec- tive initial attack resources.
