A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE LETTER AGREEMENT DATED JULY 26 , 1988 , BETWEEN
THE CITY OF REDDING AND THE LAW OFFICES OF MARTIN J. MAYER,
TO ACT AS LEGAL CONSULTANT TO THE REDDING POLICE DEPARTMENT,
AND AUTHORIZING THE CHIEF OF POLICE TO SIGN THE NECESSARY
DOCUMENTATION.
BE IT RESOLVED by the City Council of the City of Redding as
follows :
1 . That the City Council hereby approves the Letter
Agreement dated July 26 , 1988 , between the City of Redding and
the Law Offices of Martin J. Mayer, to act as legal consultant to
the Redding Police Department, a true copy of which is attached
hereto and incorporated herein.
2 . That the Chief of Police of the City of Redding is
hereby authorized and directed to sign the necessary contractual
items, including said Letter Agreement, on behalf of the City of
Redding; and the City Clerk is hereby authorized and directed to
attest the signature of the Chief of Police and to impress the
official seal of the City of Redding on the necessary
documentation, when appropriate.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 2nd day of August , 1988 , and was
duly adopted at said meeting by the following vote:

Dear Chief Blankenship:
This letter will serve to confirm our oral agreement with regard to
our representation of the Redding Police Department and our
performing legal services as its legal advisor. I would like to
thank you personally for your expression of confidence in retaining
my firm as your counsel .
Our fees for representing the Redding Police Department will be on a
monthly retainer basis of up to 5. 0 hours per month of service in the
amount of $600. 00 effective August 1, 1988 . Unused time, in any
month, is "banked" and saved for future use as long as it is used
within the contract year; additional time will be billed at the rate
of $120 . 00 per hour. Our hourly fees do not cover the cost of
litigation or arbitration, or filing fees, deposition costs, travel
expenses, witness fees, etc. You agreed that these costs of
litigation shall be the City' s responsibility and, if from time to
time these costs are advanced by us, shall be payable with the next
monthly billing for professional services. We will undertake no
costs in excess of $200. 00 without first consulting with you by
telephone. If you wish, we will obtain advance written authority
prior to incurring expenses in excess of $200 . 00. You must advise us
of your requirements in this regard.
We will provide you with a monthly statement of fees for legal
services and costs showing the fees and costs for each of the above
matters. We will expect these fees and costs to be paid upon
presentation of the bill unless some other arrangement has been made.
Upon thirty (30) days notice the Redding Police Department may
discharge this firm from continuing to provide legal services.
I appreciate the opportunity to represent the Redding Police
Department as its legal advisor. If this letter correctly states

acceptance by signing the enclosed copy and returning it in the
envelope provided.
