O(NI A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING AMENDMENT NO. 1 TO THE AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF REDDING AND BLACK & VEATCH/MOTOR COLUMBUS, ASSOCIATES DATED OCTOBER 21 , 1985 , AND AUTHORIZING THE MAYOR TO SIGN THE SAME. WHEREAS, by Resolution No. 85-228 , City Council approved an li Agreement for Professional Services with Black & Veatch/Motor Columbus, Associates dated October 21 , 1985 , on the Spring Creek Pumped Storage Project; and WHEREAS , Amendment No. 1 to said Agreement to provide for engineering services for the geotechnical field work necessary to prepare the Project FERC License Application, in an amount not to exceed $40 ,000 . 00 , is hereby presented to City Council for consideration; and WHEREAS, it is critical for Redding to continue its filing process with FERC; and WHEREAS , funds for these additional services are available in the 1985 Electric System Financing; and WHEREAS, it is deemed in the best interests of the City of Redding to approve said Amendment No. 1 ; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows: 1 . That all of the above recitals are true and correct. 2 . That the City Council hereby approves Amendment No. 1 to the Agreement for Professional Services between the City of t• rl • • t . Redding and Black & Veatch/Motor Columbus , Associates, a true copy of which Amendment is attached hereto and incorporated herein. 3 . That the Mayor of the City of Redding is hereby authorized and directed to sign said Amendment No. 1 on behalf of the City of Redding, and the City Clerk is hereby authorized and directed to attest the signature of the Mayor and to impress the official seal of the City of Redding on said Amendment. 4 . That the City Council hereby authorizes the additional expenditure for said services of an amount not-to-exceed $40 ,000 . 00 , to be paid from the 1985 Electric System Financing. HAYS , ity Attorney -2- • . 410 City of Redding, California B&V Project 12719 Spring Creek Pumped Storage Project B&V File 11.0200 Contract Amendment 1 July 14, 1988 AMENDMENT NO. 1 AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF REDDING AND BLACK & VEATCH/MOTOR COLUMBUS, ASSOCIATES DATED OCTOBER 21, 1985 CITY OF REDDING RESOLUTION 85-228 Pursuant to Article 18, this Contract Amendment is issued to modify the Contract to provide for professional services for the geotechnical field work necessary to prepare the project FERC License Application. Task 1.4.2 of the Contract is amended as follows. Task 1.4.2.5 o Provide on Site Engineering Services and Management of the Geotechnical Field Services for the subsurface investigations, geophysical testing and survey work o Provide on site coordination of the field investigation activities to be performed by the subcontractor o Provide field direction for the investigations as required by the specifications o Monitor the performance of the investigation services for compliance with the Contract requirements o Observe collection of the data obtained and assess the adequacy of the results o Propose modifications to the geotechnical investigations as required to secure necessary data for the license application o Prepare a boring log for each boring drilled o Prepare laboratory testing assignments on samples obtained from the drilling work to obtain the engineering properties and material classifications and descriptions. Contract Price Adjustment Existing Not to Exceed Contract Price $939,597 Change Order No. 1 Not to Exceed Price $ 40,000 Revised Total Not to Exceed Contract Price $979,597 • 411 Basis for Contract Price Adjustment One drill rig will be used to drill one 1500 ft. deep hole working 24 hours per day and 6 days per week for 4 weeks or 288 work hours. One Black & Veatch geotechnical engineer (one 10-hour day shift) will monitor the work. A second rig will drill 10 hours per day and 6 days per week for 7 weeks or 1 420 hours. One Black & Veatch geotechnical engineer will monitor this work plus all other geotechnical involved (one 10-hour day shift). The estimate includes the cost for round trip airfare each two weeks for return to Kansas City. Black & Veatch engineers will be on call to provide assistance during the night shift, if required. Final boring log preparation work will be performed in Kansas City following completion of the drilling work. The above estimated price includes an estimated manpower effort of 68 hours for engineer, draftsman, and clerical time to complete the boring logs. The above adjustment sets forth the total compensation for performing the work described in this Amendment. Compensation for the services performed under Amendment 1 will be the sum of the following amounts. (1) The amount of 1.77 times payroll costs for the actual time of personnel applied to the Services. (2) An amount equal to the actual out-of-pocket cost or standard charges for all expenses incurred by Engineer directly chargeable to the Services rendered pursuant to this Amendment. Such expenses shall specifically include, but are not necessarily limited to, the following. (a) Long distance telephone expenses. (b) Standard charges for operating time actually applied to the Services of Engineer's computer center, other computer _ centers, and Engineer's automated drafting systems. (c) Prints, reproductions, word processing, printed documents and drawing control at standard rates. (d) Reasonable traveling and living expenses for personnel. (e) The actual cost paid by the Engineer to third parties. (f) Other direct expenses related to the Services. Payroll costs include actual salary plus allowances for holidays, vacation, sick leave, FICA and unemployment taxes, worker's compensation insurance, and employee benefits including medical insurance, supplemental retirement programs, life insurance, incentive compensation, tuition reimbursements, and other miscellaneous benefits. The payroll allowance, exclusive of holidays, shall be fixed for the term of the Agreement at thirty (30) • I / 1 • • • percent of the hourly salary rate. Hourly salary rates shall be equal to the monthly salary divided by the number of regularly scheduled working hours during the Engineer's fiscal month; thus, the allowance for holidays is provided in the hourly salary rate.
