A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ESTABLISHING AND ADOPTING A POLICY STATEMENT OF THE CITY
COUNCIL ON THE IMPLEMENTATION OF MEASURE L.
WHEREAS, the City Council of the City of Redding is charged
with the responsibility of establishing municipal policies to
guide the various functions of the City, and where necessary to
establish procedures by which functions are performed; and
1 WHEREAS, regulatory policies established by the City Council
are usually adopted by Ordinance and included in the Municipal
Code. However, other policies are also established, which by
their nature do not require adoption by Ordinance; these policy
statements are adopted by Resolution of the City Council; and
WHEREAS , City Council has placed on the ballot for
September 13 , 1988 , a measure, known as Measure L, which would
provide funding for a library system through a utility users tax,
to be used exclusively for library purposes; and
WHEREAS , City Council wishes to establish a policy governing
the implementation of Measure L;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of
the City of Redding as follows :
1 . That all of the above recitals are true and correct.
2 . That attached hereto as Exhibit "A" and incorporated
herein by reference is a policy statement of the City Council in

implementing Measure L, which sets forth the City' s legislative
position.
3 . That the Council Policy attached hereto as Exhibit "A"
be and hereby is adopted as the Council Policy of the City of
Redding with respect to the City' s legislative position on the
implementation of Measure L.

POLICY OF REDDING CITY COUNCIL
IN IMPLEMENTING MEASURE L
1 . DEDICATION.
Revenue raised in response to Measure L shall be utilized
exclusively for Library purposes.
2 . LEVEL OF SERVICE AND INVESTMENT.
Recognizing that 3% is the maximum that can be levied under
this authority, it is the policy of the City Council, in
implementing a decision of the voters on Measure L, to levy
only that portion of the 3% that is actually necessary to
provide an appropriate level of Library service in any given
year, considering such factors as (a) adequate staffing and
operations; (b) gradual enhancement of the collection and
services; and (c) availability or non-availability of a
Library building. The State of California average for other
free public library systems will also be utilized as a
guideline.
For the foreseeable future, no funding for a Library
building will be necessary if the County building is made
available to the City for operations, as agreed; and it is
possible that no funding for a building will be necessary
from the utility users tax if grants, gifts, and foundation
efforts are successful in raising money for a facility. The
City Council, therefore, declares its intent not to levy
funding for a building unless and until there is a need for
such a building.
With specific reference to the initial levy (for the 1988-89
and 1989-90 fiscal years, during which the County building
would be available to the City) , it appears prudent, and it
is the City Council' s policy, to levy a rate of 1 .85
percent.

3 . EQUITY PROVISIONS.
Recognizing that no tax is fully equitable, and that State
law places exceedingly tight constraints on the City' s range
of options, the City of Redding has selected the utility
users tax as the most equitable method of raising funds for
a Library. The City Council also recognizes that an equity
adjustment should be made in the utility users tax to
alleviate the negative impact on lower income taxpayers. It
will be City of Redding' s policy, therefore, to provide a
discount of 50 percent on the tax on electricity and water
for (a) persons over 62 years of age and retired, and (b)
persons of lower income as defined by the California Public
Utilities Commission, and who make application for such a
discount under City procedures.
The age-based discount would apply to a family unit if at
least one member is 62 years of age and retired.
For the income-based discount, the criteria would include
the following:
(a) The discount would apply only to the
individual/family, not a business or other entity;
(b) The applicant is not claimed as a dependent on
someone else' s income tax;
(c) Income levels would be as follows, or lower:
1 or 2 persons $12 ,500 . 00 per year
3 persons $14 , 600 . 00 per year
4 persons $17 , 600 .00 per year
Each additional person in the family would
increase the level by $3 ,000 .00 .
Receipt of the discount would be based on application, and
would be renewable every two years . Income levels are
subject to adjustment.
4 . SERVICE TO AREAS OUTSIDE THE CITY OF REDDING.
It is the policy of the City to serve areas outside the City
of Redding to the extent that such service is paid for on an
equitable basis. Initially, this may take the form of an
"in kind" contribution of books and other assets from the

County to the City; but after the transfer of the assets'
value has been amortized, a cash contribution either by the
agency or by the individual would be required in proportion
to the service rendered.
5 . LIBRARY CARDS .
Every resident and utility users ' taxpayer in Redding is
entitled to a Library card.
