HomeMy WebLinkAboutOrd 2640 - Adopting an amendment to the City of Redding zoning map relating to the rezoning of the Northstate Grocery, Inc. property ORDINANCE NO. 2640 AN ORDINANCE OF THE CITY OF REDDING ADOPTING THE MITIGATED NEGATIVE DECLARATION INCLUDING THE MITIGATION MONITORING PROGRAM ADOPTING AN AMENDMENT TO THE CITY OF REDDING ZONING MAP RELATING TO THE REZONING OF THE NORTHSTATE GROCERY, INC. PROPERTY (APN 110-020-061) CONSISTING OF APPROXIMATELY 412 ACRES LOCATED AT 3050 LEONARD STREET IN THE CITY OF REDDING (RZ-2020-01668) THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS: Section L Finding of fact: the City finds and declares as follows: A. The Zoning Map of the City of Redding is incorporated in and made part of Redding Municipal Code Title 18,known as the City of Redding Zoning Ordinance. B. The Planning Commission held a duly noticed public hearing pertaining to said amendment on June 8, 2021, for RZ-2020-01668 to allow for the development of a 38,400-square-foot mini-starage facility as identified in Use Permit Application UP-2020-01669 and recommended that the City Council adopt the Mitigated Negative Declaration and Mitigation Monitoring Program prepared for the project and the attached amendment to the Zoning Map. C. The City Council held a duly noticed public hearing on July 20, 2021 prior to the first reading of this ordinance. D. Adoption of this ordinance will not adversely impact the welfare of the citizens of the City of Redding and its surrounding region. Section 2. On the basis of the initial study for Rezoning Application RZ-2020-01668 prepared by the Development Services Department, the City Council finds that the subject rezoning will not have a significant effect on the environment and adopts the Mitigated Negative Declaration and Mitigation Monitoring Program with the following findings; 1. The City of Redding has completed a Mitigated Negative Declaration and Mitigation Monitoring Program for the rezoning. Based on the analysis of the potential impacts associated with the rezoning,the project will not have a significant effect on the environment. 2. The Mitigated Negative Declaration and Mitigation Monitoring Program and its supporting documentation reflect the independent judgement and analysis of the City of Redding. Section 3. The boundaries of the districts referred to in Section 18.01.050 of the Redding Municipal Code, as designated on a map entitled "Zoning Map of the City of Redding, California," dated January 7,2003, are hereby altered as set forth on the map attached hereto and made part hereof by: LOCATION: Approximately 4.12 acres located at 3050 Leonard Street LOCATION: Approximately 4.12 acres located at 3050 Leonard Street FROM: "SC" Shopping Center TO: "GC" General Commercial Section 4. This ordinance shall take effect thirty (30) days after the date of its adoption; and the City Clerk shall certify to the adoption of this ordinance and cause its publication according to law.
