A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING THAT
IT CONTINUE ITS CONTRACTUAL ARRANGEMENT WITH GRAHAM & JAMES
FOR LEGAL REPRESENTATION ON ELECTRIC UTILITY MATTERS BEFORE
THE FEDERAL ENERGY REGULATORY COMMISSION, AND THAT AN
ADDITIONAL AMOUNT OF $30 , 000 . 00 BE APPROPRIATED FOR THAT
PURPOSE.
On the recommendation of the Electric Department staff, IT
IS HEREBY RESOLVED by the City Council of the City of Redding
that the City continue its contractual arrangement with the law
firm of Graham & James , pursuant to the attached letter dated
February 24 , 1988 , for its legal representation on electric
utility matters before the Federal Energy Regulatory Commission,
and that an additional amount of $30 ,000 . 00 be appropriated for
said services . Funds for this request are included in the 1985
Electric System Project Financing.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 7th day of June, 1988 , and was duly
adopted at said meeting by the following vote:

Dear Rick:
As we discussed while you were in Washington, it appears
that we may have nearly exhausted the currently authorized amount
ji to be expended on hydroelectric permitting and licensing matters
for the City of Redding. Accordingly, this letter is to propose
that the authorization be renewed.
The newly authorized amount would be used to continue our
work on the City of Redding's hydroelectric projects that are
going through the licensing and permitting process at the Federal
Energy Regulatory Commission. These include the Lake Redding
project, the Spring Creek project and the Red Bluff project.
Currently, the Lake Redding project is the most active, although
we anticipate that Spring Creek will start to require more time
after we file our license application.
is We propose to provide service in the future on the same
basis as we have in the past. Accordingly, no work would be
undertaken except upon explicit direction from yourself or other
qualified persons at the City of Redding. We
g will maintain close
contact throughout any proceedings with you or other contact
persons at the City of Redding so that, at every step, you will
be fully informed and will have full opportunity to review and
approve any action that we may take on behalf of the City of
Redding.
As in the past, our statements for services rendered will be
submitted to you on a monthly basis. There will be a full
itemization and description of all tasks performed for the City
of Redding, and there will be a full itemization of the out-of-
pocket costs incurred for the City of Redding. The firm's
policy of requiring a retainer fee will be waived for the City of
Redding, as it has been in the past.
