HomeMy WebLinkAboutReso. 1988-201 - Authorizing the appropriation of additional funding under its consultation agreement 4 • RESOLUTION NO. $8 -,,2()1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE APPROPRIATION OF ADDITIONAL FUNDING UNDER ITS CONSULTATION AGREEMENT WITH RESOURCE MANAGEMENT INTERNATIONAL, INC. , AND THE EXECUTION OF AMENDMENT NO. 1 BY THE MAYOR. WHEREAS , on February 2 , 1988 , by Resolution No. 87-37 , City Council approved an Agreement with Resource Management International, Inc . (RMI) entitled "Proposed Scope of Services and Budget for Providing Consulting Services Related to the Preparation of the Common Forecasting Methodology 7 (CFM7) Filing and Participation in Electricity Report 7 Proceedings" ; and WHEREAS, Task 5 of the Agreement required RMI to provide liaison support with the California Energy Commission (CEC) during the Electricity Report 7 (ER7) proceedings , not to exceed the amount of $27 , 600 . 00 , which was projected to last through April 1988; and WHEREAS , internal CEC delays have caused the timetable for the CEC' s adoption of ER7 to be extended through December 31 , 1988 ; and WHEREAS , the extended schedule includes CEC hearings to consider adoption or modification of Redding' s CFM7 demand forecast and supply plan; and WHEREAS , it is critical for Redding to continue defending its CFM7 filing during these final hearings; and �1 \R Q N\ WHEREAS , although the funds earmarked for Task 5 work have lastedone month longer than projected, the funds are insufficient to complete the ER7 proceedings; and WHEREAS , continued liaison support assistance from RMI during the remainder of the CEC ER7 process is estimated not to exceed an additional $48 , 000 ; and WHEREAS , the Electric Utility Commission and the Electric Department staff have recommended amending the RMI Consultation Agreement to extend RMI ' s services under Task 5 through December 31 , 1988 , and that the cost of such services shall not exceed $48 ,000 plus any remaining previously authorized expenditures as of April 30 , 1988 ; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows : 1 . That all of the above recitals are true and correct. 2 . That the City Council hereby approves Amendment No. 1 to the Consultation Agreement between the City of Redding and Resource Management International, Inc. , a true copy of which is attached hereto and incorporated herein. 3 . That the Mayor of the City of Redding is hereby authorized and directed to sign said Amendment No. 1 on behalf of the City of Redding, and the City Clerk is hereby authorized and directed to attest the signature of the Mayor and to impress the official seal of the City of Redding on said Amendment. -2- . • 4 . That an additional amount of not-to-exceed $48 ,000 . 00 ; be and hereby is authorized under said Amendment No. 1 to cover RMI ' s services , to be reimbursed on a time-and-expense basis. Said funds are included in the Electric Department FY87-88 Budget. 5 . That said funds are to remain with the City until invoiced by RMI . HAYS , ity Attorney -3- AMENDMENT NO. 1 • TO CONSULTATION AGREEMENT BETWEEN CITY OFD DDING ANRESOURCE MANAGEMENT INTERNATIONAL, INC. Effective April 30, 1988, the Consultation Agreement by and between the City of Redding and Resource Management International, Inc. , (Agreement) is hereby amended as follows: Section I, "Consulting Services, " is modified by adding the following: "Services described under Task 5, California Energy Commission (CEC) Liaison, shall continue to be provided by Resource Management International, Inc. (RMI) through December 31, 1988. Services will continue to be reimbursed on a time and expense basis . The cost of such services shall not it exceed $48, 000 plus any remaining previously authorized expenditures as of April 30, 1988. Total cost under this Agreement as amended shall not exceed $210, 200. - ° Resource Requirements Resource requirements associated with services to . be _performed under Task 5, CEC Liaison, for the period May 1 through December 31, 1988 are estimated as follows :_.
