HomeMy WebLinkAboutReso. 1988-196 - Approving the redding municipal airport mater plan technical report I` • • RESOLUTION NO. 63 ( /(76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING APPROVING THE REDDING MUNICIPAL AIRPORT MASTER PLAN TECHNICAL REPORT FOR THE REDDING MUNICIPAL AIRPORT. WHEREAS , the City of Redding engaged Hodges & Shutt, Airport Consultants, to evaluate and update the Master Plan for the Redding Municipal Airport; and WHEREAS , the proposed Redding Municipal Airport Master Plan Technical Report was presented to the Airport Land Use Commission (ALUC) for review and consideration; and WHEREAS, by Resolution No. 88-1 adopted April 27 , 1988 , the ALUC of the County of Shasta adopted said Master Plan Technical Report for the Redding Municipal Airport; and WHEREAS , the City Council has reviewed and considered said Master Plan Technical Report; THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows : 1 . That the City Council of the City of Redding hereby adopts the Redding Municipal Airport Master Plan Technical Report, a true copy of which is attached hereto as Exhibit "A" and incorporated herein by reference . 2 . That the City Council of the City of Redding certifies that the Final Supplement to Environmental Impact Report EIR-1-82 addresses the impacts of the Redding Municipal Airport Master Plan Technical Report. 3 . That the City Council of the City of Redding makes the findings and facts and overriding considerations as identified in s 111• i the Environmental Review and Significant Impacts and Findings attached hereto as Exhibit "B" and incorporated herein by reference. On the Final Supplement, ten impacts were identified, however, several of these impacts do not directly apply to the Airport Master Plan but apply to the Part 150 Study and the proposed land-use changes. Those land-use impacts such as traffic and drainage would apply to any urban density plan in the area with or without the direct and indirect impacts of the Airport. Accordingly, although the Final Supplement identified ten impacts, several of those impacts are not relevant to the Airport Master Plan Technical Report and should not be addressed with adoption of the Master Plan Technical Report. After dismissing impacts to be addressed with the Part 150 Study and land-use amendments, there are two remaining impacts on the environment. The following lists those impacts, together with findings for those impacts, and facts associated with the findings: Impact No. 8 Projected increases in area and vehicular traffic, and in industrial , commercial , and construction activity may result in an increased concentration of the air pollutants. Findings: Mitigation measures have been incorporated into the Specific Plan which mitigate the air-quality impact as identified in the Final EIR; however, these measures will not reduce this impact to insignificant levels. Facts: 1. For regulated projects, the standards of the Shasta County Air Pollution Control District must be met as listed by Policy 5p of the Airport Area Plan. 2. The Plan utilizes and builds upon the existing residential communities established in Anderson and in the Enterprise area by providing work centers around the Airport that will reduce the amount of travel necessary and, therefore, reduce vehicular pollutants that might otherwise be generated if persons had to travel to other work centers in the valley. 3. The street standards for all new roads within the study area depict paving as the surface material , which will reduce particulates normally attributable to unpaved roads. 4. State or Federally mandated air-pollution control equipment on air and ground vehicles should help reduce overall air degradation. EXHIBIT "B" 111 . III , 5. An adequate circulation system should reduce congestion, travel distances, and overall vehicle pollution. 6. It is anticipated that a public transportation system will be extended to the area as density increases. Impact No. 10 Areas will be impacted by aircraft-generated noise based upon estimates of cumulative annual noise impact (i .e. , noise contours). Also, single-event noise has been identified as an additional form of noise impact. Findings: Mitigation measures have been incorporated into the Airport Master Plan and the amendments to the Airport Area Plan, which mitigate the air-traffic noise impacts as identified in the Final Supplement to EIR-1-82; however, these measures will not reduce this impact to insignificant levels. Facts: 1. The principal mitigation measure is the 1982 designation of land north and south of the Airport for industrial uses. The land-use amendments proposed at this time would increase the amount of industrial to further reduce incompatible uses. 2. The proposed reduction in residential densities will significantly reduce the number of residents exposed to single event noise. 3. Extension of Runway 16-34 two thousand feet to the north will reduce the number of existing residences within the 65 and 60 CNEL noise contours. 4. Extension and upgrade of Runway 12-30 will reduce the frequency of single-event noise impact in the area of higher residential occupancy south of Runway 16-34. 5. Several operational changes can be considered to reduce noise but those changes do not require changes in the Airport Master Plan. In adopting the plan, the Redding City Council should find that: 1. Mitigation measures have been incorporated into the Airport Master Plan which mitigate the significant noise and air-pollution impacts as identi- fied in the Final Supplement, however, these measures will not reduce these impacts to insignificant levels. 2. Specific economic, social , or other considerations make infeasible the project alternatives as identified in the Final Supplement in that: a. Retaining the existing Airport facility in its present configuration presents more noise exposure than the proposed plan. The proposed runway extensions do serve as noise mitigation measures. 4 . - i b. Several operational changes including a preferential runway system; raising the glide slope; power and flap management; noise budget; and noise-related landing fees have been considered and would produce no discernible benefit. c. The Airport provides a critical service to the entire community which makes consideration of reducing or eliminating facilities infeasible. As statements of overriding considerations for unavoidable significant effects on the environment regarding noise and air pollution, the City Council should find the following to be in evidence: 1. That the Airport Master Plan will protect the public investment in the Airport, a facility for which there is not feasible replacement, and a facility which is critical to the growth and development of Redding, Anderson, and Shasta County. 2. That the Airport Master Plan will recognize and enhance the Airport's role as a major entry point for the Cities of Redding and Anderson and Shasta County. 3. That the Airport Master Plan maintains the ability to provide air service to Redding, Anderson, Shasta County, and Northern California by maintaining a level of operation necessary to satisfy existing and future aviation requirements of user communities. 4. That the Airport Master Plan provides for the necessary expansion and upgrade of facilities to provide an adequate level of air safety.
