HomeMy WebLinkAboutReso. 1988-147 - Commending barbara allen gard for her service to the city of redding RESOLUTION NO. /3. -/1/7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING COMMENDING BARBARA ALLEN GARD FOR HER SERVICE TO THE CITY OF REDDING. WHEREAS, Barbara Allen Gard was the City of Redding' s first woman council member, being elected to the City Council for the City of Redding on March 9 , 1976 ; and WHEREAS, Barbara Allen Gard served as the first woman Mayor for the City of Redding from 1982 to 1984 , and its Vice Mayor from 1984 to 1986 ; and WHEREAS, prior to her election to the City Council, Barbara had extensive experience in local civic activities through serving on the following: * Redding Recreation and Parks Commission 1971-1976; Chairperson 1974-1976 ; * Redding Community Development Advisory Board and Citizens Advisory Committee 1974-1976 ; * Redding Senior Citizens Facility Advisory Commission 1974-1976 ; * Redding General Plan Housing Subcommittee 1968-1970 ; Chairperson 1969-1970 ; * Redding Museum and Art Center Board of Directors with ten years of service; Chairperson 1971-1973 . WHEREAS , during her tenure as a council member, Barbara Allen Gard represented the interests of Redding by being active As both in state-wide and national organizations, representing cities as follows: ,30 • 111 411, * Member of the Board of Directors, League of California Cities 1982-Present; * Member, League of California Cities Policy Committee on Housing Community and Economic Development 1976- Present; Vice Chair of that Committee 1977-1980; Chairperson 1981-1985 ; * Current member of Lieutenant Governor' s Local Government Advisory Committee to the California Commission for Economic Development 1983-Present; * President of the Sacramento Valley Division of the League of California Cities 1980-1982 ; Vice President 1978-1980 ; * Chairperson of the League of California Cities Task Force on State Infrastructure Funding; * Member, National League of Cities Policy Committee on Housing and Community Development 1984-1986 ; Member of that Committee' s Steering Committee 1985 and 1986 . WHEREAS , Barbara Allen Gard was instrumental in the development of public transportation in the City of Redding through her activities as a representative of the City of Redding on the Redding Area Bus Authority; and WHEREAS , Barbara Allen Gard locally expressed her interests in community housing by being a Commissioner of the Redding Housing Authority; and WHEREAS, Redding' s 100th birthday party celebrated in October of 1987 was the product of the Redding Centennial Committee of which Barbara served as its Chairperson; and WHEREAS , Barbara Allen Gard has always been known to be a champion for a high quality of life in the community of Redding by actively supporting developed parklands, Sacramento River riparian habitat, natural open space, and community beautifi- cation projects in general; and --2- • �. WHEREAS , Barbara Allen Gard chose not to run for re-election in 1988 ; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding to commend Barbara Allen Gard for her long-time and outstanding service to the community, and to particularly commend her for her twelve years of service as council member and Mayor to the City of Redding.
