A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CONFIRMING A POLICY OF OPPOSITION TO "THROUGH-THE-FENCE"
AIRPORT ACCESS BY PRIVATE PROPERTY OWNERS ADJACENT TO THE
REDDING MUNICIPAL AIRPORT.
WHEREAS , the Redding Municipal Airport is , and will continue
to be, the regional Airport for Shasta County and portions of
Trinity, Siskiyou, Tehama, and Lassen Counties; and
WHEREAS, the Redding Municipal Airport is a federal grant
Airport and must, therefore, comply with Federal Aviation
Administration (FAA) regulations and policies governing Airport
use; and
WHEREAS, FAA discourages "through-the-fence" easements due
to lack of Airport management control and potential competition
with Airport revenue sources; and
WHEREAS, Hodges and Shutt, Aviation Consultants , retained to
update the Master Plan for the Redding Municipal Airport and
tasked with addressing "through-the-fence" easements , have
recommended that the City adopt a policy against such easements;
and
WHEREAS, future development of the Redding Municipal Airport
is dependent upon federal grant funds; and
WHEREAS , at its meeting on March 4 , 1986 , the Airports
Commission of the City of Redding unanimously approved a motion
opposing "through-the-fence" operations;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding, as the owner and operator of the Redding
Municipal Airport for the benefit of the general public of Shasta
County and the surrounding communities which are dependent upon
the Redding Municipal Airport, does hereby establish and affirm a
City of Redding policy opposing "through-the-fence" access to
Redding Municipal Airport by private property owners.
The purpose and reason for the establishment of this policy
is to:
(1) protect the public' s investment in this Airport, which
already amounts to multi-million dollars , by preventing
possible competitive commercial operations which would
be harmful to the City' s efforts in pursuing Airport
financial self-sufficiency;
(2) to protect security at the Airport by restricting the
points of access to Airport runways and facilities;
(3) to promote safety at the Airport by limiting the access
points by aircraft, and maintaining manageability of
air traffic using Airport runways and facilities;
(4) to prevent the issuance of "exclusive rights" to
private parties in public lands and facilities; and
(5) to maintain the character of the Airport as a public
facility operated in the public interest.
BE IT FURTHER RESOLVED that the Director of Airports and
his staff are hereby directed to convey and express this policy
of opposition to the FAA and to the applicant in each and every

instance when a request is made to obtain "through-the-fence"
access.
I HEREBY CERTIFY that the foregoing Resolution was
introduced and read at a regular meeting of the City Council of
the City of Redding on the 5th day of April, 1988 , and was duly
adopted at said meeting by the following vote:
