A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING BLACK & VEATCH MOTOR COLUMBUS & ASSOCIATES
(BVMCA) TO PROCEED WITH PREPARATION OF A FEDERAL ENERGY
REGULATORY COMMISSION (FERC) LICENSE APPLICATION FOR THE
SPRING CREEK PUMPED STORAGE PROJECT; AUTHORIZING
EXPENDITURES FOR WORK UNDER THE EXISTING CONTRACT WITH
BVMCA; AND AUTHORIZING STAFF NEGOTIATION OF A CONTRACT
AMENDMENT.
WHEREAS, the existing contract with BVMCA requires that the
City, based on the preliminary feasibility report, approve the
Spring Creek Pumped Storage project size and configuration for
preparation of a FERC license application; and
WHEREAS , the existing contract with BVMCA requires that the
City authorize BVMCA to proceed with preparation of a license
application by April 1 , 1988 , in order to have a FERC license
application prepared before the existing preliminary permit
expires in June, 1989 ; and
WHEREAS , additional funding of $472 ,646 is required to
authorize BVCMA to proceed with the licensing development; and
WHEREAS , the Electric Utility Commission (EUC) and Electric
Department believe that the Spring Creek Pumped Storage Project
could possibly provide significant long-term benefits to the
City' s electric utility; and
WHEREAS , the EUC and Electric Department believe that the
most efficient method of obtaining the geotechnical services
required by FERC is to negotiate a contract amendment with BVMCA
for the engineering portion of the work, and to competitively bid
the core drilling portion;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redding as follows:
1 . Black & Veatch Motor Columbus & Associates is
authorized to proceed with preparation of a FERC license appli-
cation for the Spring Creek Pumped Storage Project of approxi-
mately
100 MW in size .
2 . Staff is authorized to expend $472 ,646 for work under
the existing contract with BVMCA, awarded on October 21 , 1985 .
Funds for which are included in the 1985 Electric System
financing.
3 . Staff is authorized to negotiate a contract amendment
with BVMCA to provide professional services necessary for the
geotechnical work recently requested by FERC.
4 . Staff is authorized to release bid documents for the
core drilling associated with the geotechnical work on the
project.

I HEREBY CERTIFY that the foregoing Resolution was intro-
duced and read at a regular meeting of the City Council of the
City of Redding on the 15th day of March , 1988 , and was duly
adopted at said meeting by the following vote:
