HomeMy WebLinkAboutReso. 1989-462 - Establishing and adopting a policy on city participation in street improvments in establishing neighborhoods 410 Aii gor RESOLUTION NO. 11---41O'2.-- A 1�41O'yA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING ESTABLISHING AND ADOPTING A POLICY ON CITY PARTICIPATION IN STREET IMPROVEMENTS IN ESTABLISHED NEIGHBORHOODS . WHEREAS, the City Council of the City of Redding is charged • i with the responsibility of establishing municipal policies to guide the various functions of the City, and, where necessary, to establish procedures by which functions are performed; and WHEREAS, regulatory policies established by the City Council are usually adopted by Ordinance and included in the Municipal Code. However, other policies are also established, which by their nature do not require adoption by Ordinance; these policy statements, adopted by Resolution of the City Council, need to be consolidated in a reference document for easy access; and WHEREAS , on August 4 , 1987 , by Resolution No. 87-261 , the City Council adopted a Council Policy Manual to achieve said objectives; and WHEREAS , City Council wishes to establish a policy statement pertaining to City participation in street improvements in established neighborhoods, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding as follows : 1 . That all of the above recitals are true and correct; I 2 . That attached hereto as Exhibit "A" and incorporated herein by reference is a policy statement to be incorporated in ! the Council Policy Manual pertaining to City participation in I i street improvements in established neighborhoods. 1! 3 . That the Council Policy attached hereto as Exhibit "A" !. I be and hereby is adopted as the Council Policy of the City of Redding pertaining to the City' s participation in street improve- ments in established neighborhoods. Preliminary engineering necessary to develop construction cost estimates and prepare an assessment district petition for circulation by the property owners. 2. Hold neighborhood meetings with affected property owners to answer questions and explain the benefits of improving their street or alley. 3 . Upon formation of the assessment district, prepare final plans and specifications and bid the project. 4 . Provide engineering inspection during construction. !, I 5 . In addition to the above engineering services, the City would participate in the actual street or alley I construction by paying the actual in-place bid cost for the asphalt paving surface. The street or alley must be within a dedicated public right of way in established City of Redding neighborhood. 11 2 . All public underground facilities, i.e. sewer, water, electric, and storm drain, must be complete and existing or included as an additional cost within the proposed j assessment district. 3 . The property owners abutting the street or alley would be required to fully improve the street or alley in accordance with adopted City construction standards. In the case of streets, the property owner would be responsible for all grading, graveling, and construction of curb, gutter, sidewalk, and drainage facilities. For alleys, the property owner would be responsible for all grading and graveling, and construction of concrete valley gutters and related drainage facilities. 4.
